Europe`s technology industries are confronted with an expanding, and at times inconsistent and unclear, digital regulatory framework. The announced digital omnibus is an opportunity for a much-needed regulatory simplification, while maintaining high levels of data protection and cybersecurity.
We welcome the Commissions efforts to support the effective implementation of the AI Act, for example through the creation of the AI Service Desk or the publication of guidelines. At the same time, we firmly oppose any form of simplification that would put the hard-won fundamental rights protections and obligations under the law into jeopardy. Simplification efforts should never lead to deregulation.

On 30 September 2025, the IDRS (Integrated Digital Reporting Standard) was officially launched during the ONE Conference in The Hague. This new standard enables organizations to prepare an annual report on their digital (IT) governance from a holistic perspective, aligning with a wide range of regulatory and contractual reporting requirements.
In defining the objectives of simplification, public service providers, such as municipalities and cities, should be more strongly visible. On the whole, public sector is spoken of as a source of data, but it is not recognized in other contexts. The local level should be taken into account when considering, among other things, regulations and their simplification.
The European Commissions Digital Simplification Package represents the next stage of the EUs Better Regulation agenda. It seeks to rationalise an expanding digital rulebook covering data protection, cybersecurity, and artificial intelligence by reducing overlaps and administrative burden while keeping rules effective and proportionate.
Ensuring Europes competitiveness and patients timely access to innovation depend on reducing and ultimately overcoming the current fragmentation of digital compliance requirements. The European Unions complex digital regulations, which also apply to digital health solutions, were originally framed for the wider digital economy, leaving certain sector-specific considerations insufficiently addressed.

The European Union has developed an ambitious but fragmented digital regulatory framework, spanning the AI Act, the Data Act, the Cyber Resilience Act, and the Platform Work Directive. While each instrument addresses essential aspects of the digital transition, their cumulative effect has been overlapping obligations, administrative duplication, and divergent enforcement across Member States.

It is important that the EC regularly reviews the digital rulebook to analyse what aspects can be improved. Unnecessary and disproportionate regulatory burdens should be reduced for public and private entities. That being said, the VNG considers it wise to follow a more thorough process that allows the EC to gather more evidence before making significant legislative proposals.
1. Accessibility as a Foundation, not a Burden As more aspects of life move online, it is essential that all digital products and services meet minimum accessibility requirements. Without these, persons with disabilities (PwD) are excluded from basic rights such as employment, education, information, and public services.

EuroGeographics members have been investing significant money, time and resources to meet the requirements of the Open Data and re-use of PSI Directive, which left them without significant income due to the introduction of the free-of-charge regime for certain categories of datasets.
1. Calibrate AI Regulations with existing regulations a. Align Data Act with GDPR to integrate personal and non-personal data into one cohesive framework. b. CNIL’s contribution on the “Digital Omnibus” (Digital Package on Simplification) call for evidence (European Commission) We welcome the launch of discussions in preparation for the forthcoming simplification on the digital package expected by the end of this year. In this context, we note with particular interest the renewed exchanges on the ePrivacy framework, following the withdrawal of the 2017 draft regulation.

carVertical is a Lithuanian scale-up that helps European consumers make informed decisions about second-hand vehicle purchases. We thank the Commission for the opportunity to provide suggestions for the upcoming Digital Omnibus on data legislation, cybersecurity incident reporting, and the AI Act. In our submission to the Call for Evidence, we focus on data legislation.
Method. Every quote is verbatim from the organization’s own submission to the European Commission, trimmed to its opening passage and never summarized by a model. Where a submission was filed in another EU language we show the English text the European Commission publishes alongside it, labeled on the quote; the original is one click away at the source. Groupings use the respondent type the organization itself selected when filing. We deliberately do not label anyone “supportive” or “opposed” — you read what they wrote and draw your own conclusion.
