The 40 member TSOs representing 36 countries are responsible for the secure and coordinated operation of Europe's electricity system, the largest interconnected electrical grid in the world.

ENTSO-E, as a European association representing electricity transmission system operators, is publishing its response to the EU Cybersecurity Act. Through this contribution, ENTSO-E aims to provide the perspective of the electricity sector on the proposed regulatory framework and its potential implications.

ENTSO-E supports the general principles and objectives of the CBAM. There are however still many questions and concerns that would challenge the current reporting obligations of the transitional period as well as the full implementation of the CBAM regulation as of 1 January 2026 for electricity.

Overall, ENTSO-E welcomes the Environmental Omnibus Package as an enabler for faster grid deployment while preserving the integrity of EU environmental law. The grid is the backbone of the European interconnected electricity network. It stretches across and beyond the EU from Portugal to Ukraine and the Balkans from Norway to Italy. Transmission System Operators (TSOs) operate the electricity system efficiently, securely and in coordination, ensuring that electricity flows reliably across borders.

ENTSO-E, representing the European Transmission System Operators (TSOs) for electricity, welcomes the objectives of the EU Space Act, in particular its ambition to ensure the resilience of critical infrastructures, recognising its strategic importance for the energy sector.

ENTSO-E welcomes the European Commissions initiative to revise Regulation 2018/1999 on the Governance of the Energy Union and Climate Action. The evaluation published in October 2024 shows that the existing framework has been effective but must now evolve to reflect a rapidly changing geopolitical, technological, and climate environment.

ENTSO-E echoes the preliminary findings from the Energy Security Architecture Fitness Check. Specifically, we consider the EU energy security framework to be too fragmented across sectors to efficiently counter emerging threats. Option 1 Smart streamlining is necessary to tackle the gaps in the current security framework.

ENTSO-E welcomes the ECs publication of the draft Delegated Regulation establishing a revised NC RfG, repealing Regulation (EU) 2016/631, which is considered necessary in view of the ongoing transformation of the European power system.

Firstly, we thank the European Commission for the opportunity to provide feedback. In this note, TSOs provide constructive feedback to improve the REMIT Implementing Regulation (IR). Our detailed proposals are set out in the Attachment. We respectfully urge the Commission to review these points in detail and ensure the final REMIT IR is both effective and workable.
