ENTSO-E welcomes the elaboration guiding principles paving the way to climate neutrality: The role of electricity is increasingly important to meet the EU climate and energy policy objectives to make the Green Deal reality, while putting customers and citizens center stage. The Paris Climate Agreement highlighted the need to step up efforts on climate action.

ENTSO-E welcomes the EC proposal for a revision of the Energy Efficiency Directive (EED), as part of the ‘Fit for 55’ package and the opportunity to provide feedback on the proposal. ENTSO-E indeed considers energy efficiency as a key driver to reach the EU climate objectives, including carbon neutrality by 2050.

ENTSO-E, as a European association representing electricity transmission system operators, is publishing its response to the EU Cybersecurity Act. Through this contribution, ENTSO-E aims to provide the perspective of the electricity sector on the proposed regulatory framework and its potential implications.

ENTSO-E supports the general principles and objectives of the CBAM. There are however still many questions and concerns that would challenge the current reporting obligations of the transitional period as well as the full implementation of the CBAM regulation as of 1 January 2026 for electricity.

ENTSO-E supports the EU to reduce the global greenhouse gas emissions towards climate neutrality in 2050 and is willing to commit further efforts to reduce SF6 emissions. SF6 is currently widely used in TSO high voltage (HV) applications such as gas-insulated lines and substations.

ENTSO-E, the European Network of Transmission System Operators for Electricity, welcomes the European Commissions proposals for a Net-Zero Industry Act (NZIA). We welcome in particular the inclusion of grid technologies as part of the Strategic Net-Zero Technologies list.

Given the need to fully decarbonise the European economy while ensuring Europe’s security of supply and competitiveness, the proposals are timely. Direct electrification is the most cost-effective and energy-efficient way to decarbonise final energy demand for most applications.

The grid is the backbone of the European interconnected electricity network. It stretches across and beyond the EU from Portugal to Ukraine and the Balkans from Norway to Italy. A strongly interconnected European transmission system is fundamental for the integration of different energy sectors to enable their contributions to the EU 2030 targets and climate neutrality by 2050. ENTSO-E welcomes the revision of the TEN-E Regulation to align it with CEP requirements and EU decarbonisation objectives.

ENTSO-E, representing the European Transmission System Operators (TSOs) for electricity, welcomes the objectives of the EU Space Act, in particular its ambition to ensure the resilience of critical infrastructures, recognising its strategic importance for the energy sector.

ENTSO-E supports the objectives of the European Commission legislative proposals to optimise the current electricity market design for a decarbonised energy system and to improve affordability for consumers. The priorities outlined by the European Commission are generally aligned with those that we identified in our Vision of a Power System for a Carbon Neutral Europe.

ENTSO-E welcomes the European Commissions initiative to revise Regulation 2018/1999 on the Governance of the Energy Union and Climate Action. The evaluation published in October 2024 shows that the existing framework has been effective but must now evolve to reflect a rapidly changing geopolitical, technological, and climate environment.

ENTSO-E echoes the preliminary findings from the Energy Security Architecture Fitness Check. Specifically, we consider the EU energy security framework to be too fragmented across sectors to efficiently counter emerging threats. Option 1 Smart streamlining is necessary to tackle the gaps in the current security framework.

ENTSO-E welcomes the ECs publication of the draft Delegated Regulation establishing a revised NC RfG, repealing Regulation (EU) 2016/631, which is considered necessary in view of the ongoing transformation of the European power system.

Firstly, we thank the European Commission for the opportunity to provide feedback. In this note, TSOs provide constructive feedback to improve the REMIT Implementing Regulation (IR). Our detailed proposals are set out in the Attachment. We respectfully urge the Commission to review these points in detail and ensure the final REMIT IR is both effective and workable.
