The Confederation of Finnish Industries (EK) is the leading business organisation in Finland with its 17 member associations and more than 15 000 member companies (96% SMEs) with 900 000 employees across different sectors. We represent the interests of the Finnish business community both nationally and within the EU.

The White paper of the future of the digital infrastructure needs is welcomed. Mutual understanding of the Europes digital infrastructure strengths and weaknesses is a base for Europes digital competitiveness.

Promoting the mobility of workers is a very important objective. The Confederation of Finnish Industries (EK) supports measures to facilitate the identification of skills. According to the EK Key, Finnish companies do not consider the identification of skills acquired elsewhere to be a major challenge. The survey was carried out in May 2025 by a sample survey of 613 EK member companies.

Identification and Security EK emphasizes that the reliability of Digital Product Passport (DPP) data requires strong identification and a high level of data security. The identity of the data provider must be verified using reliable identification methods, such as the Business Wallet solution. This is essential to ensure that the entity providing the data is indeed who it claims to be.

Digital Product passport rules for service providers The Confederation of Finnish Industries EK thanks for the possibility to comment on the call for evidence concerning the Digital Product Passport rules for service providers. This delegated act will set out the framework for DPP services. Coherent rules must be set up to guarantee the reliability and security of the DPP.

The Confederation of Finnish Industries (EK) considers it essential that companies are provided with business wallets that enable electronic identity and electronic authentication, as well as the creation of qualified electronic signatures and seals.

The Confederation of Finnish Industries (EK) welcomes the Commissions initiative to establish an energy efficiency framework for the decade ahead. Energy efficiency is a key enabler of EU competitiveness, energy security and decarbonisation, and it plays an important role in achieving the 2040 climate target in a cost-effective manner.

Proposal: Council DIRECTIVE on the framework for corporate income taxation in Europe (BEFIT) EK commends the opportunity to provide feedback on the subject matter. EK has serious reservations about the transition to BEFIT. The objectives of the BEFIT framework are good and supportable in themselves.

The objectives of the proposed Directive to facilitate dispute resolution and to simplify and harmonise transfer pricing rules are important and welcome. However, EK has reservations that they could be achieved by the means described in the proposal for a directive.

Companies cannot prosper and grow in Europe and internationally without a competitive business environment, which is dependent on improving competitiveness and productivity as well as investments in innovation and skilled workforce.

Businesses continue to find that the scheme provides important and necessary benefits to travel agents. In particular, the schemes provision to keep VAT registrations to a minimum and the simplified VAT declaration supports the VAT administration of travel agents considerably. However, the current rules are often coming into force also for businesses that are not travel agents.
