Maritime Transport as Part of Ambitious Climate Policy Confederation of Finnish Businesses EK supports 1,5 degree climate policy and Paris agreement. Reducing emission in shipping is tightly linked with the competitiveness of industrial sectors that trade in global markets. The regulation should take place at global level in IMO to provide level playing field in maritime markets.

Promoting the mobility of workers is a very important objective. The Confederation of Finnish Industries (EK) supports measures to facilitate the identification of skills. According to the EK Key, Finnish companies do not consider the identification of skills acquired elsewhere to be a major challenge. The survey was carried out in May 2025 by a sample survey of 613 EK member companies.

The NFRD has been in force just a short time. The first reports based on the directive were published in 2018. Amending existing legislation especially in this case, when it has been in force for just couple of years, seems too bureaucratic and heavy and going against the principles of better regulation.

Identification and Security EK emphasizes that the reliability of Digital Product Passport (DPP) data requires strong identification and a high level of data security. The identity of the data provider must be verified using reliable identification methods, such as the Business Wallet solution. This is essential to ensure that the entity providing the data is indeed who it claims to be.

Digital Product passport rules for service providers The Confederation of Finnish Industries EK thanks for the possibility to comment on the call for evidence concerning the Digital Product Passport rules for service providers. This delegated act will set out the framework for DPP services. Coherent rules must be set up to guarantee the reliability and security of the DPP.

The treatment of secondary raw materials and the definition of waste in circular economy legislation are among the pressing issues. Companies are concerned about the availability of recycled raw materials and the smooth cross-border transportation of the secondary raw materials. The message is clear: recycled raw materials should not be treated as waste as long as they don’t pose a health or safety threat.

We will provide some general comments and views as regards this project to cut red tape on reporting requirements. Comments given by the Confederation of Finnish Industries EK. It is welcomed that, as part of this project, the thresholds for micro and small-to-medium-sized enterprises (SMEs) are being raised, and sector-specific reporting standards (ESRS) for sustainability are being delayed.

The Confederation of Finnish Industries (EK) considers it essential that companies are provided with business wallets that enable electronic identity and electronic authentication, as well as the creation of qualified electronic signatures and seals.

Proposal: Council DIRECTIVE on the framework for corporate income taxation in Europe (BEFIT) EK commends the opportunity to provide feedback on the subject matter. EK has serious reservations about the transition to BEFIT. The objectives of the BEFIT framework are good and supportable in themselves.

Companies cannot prosper and grow in Europe and internationally without a competitive business environment, which is dependent on improving competitiveness and productivity as well as investments in innovation and skilled workforce.

Businesses continue to find that the scheme provides important and necessary benefits to travel agents. In particular, the schemes provision to keep VAT registrations to a minimum and the simplified VAT declaration supports the VAT administration of travel agents considerably. However, the current rules are often coming into force also for businesses that are not travel agents.

Confederation of Finnish industries EK supports goals of initiative "Insolvency laws: increasing convergence of national laws to encourage cross-border investment". EK finds that it is important goal to increase the predictability of insolvency law framework in EU. Still EK finds that possible new actions should be still carefully considered before legislative proposals.

In its ‘2030 Digital Compass’ Communication in March 2021 and policy programme in September 2021, the Commission set out digital targets to achieve the next decade. The Confederation of Finnish Industries EK supports the Commission’s initiative. The Commission’s Digital Decade proposal setting up a governance framework to ensure Europe reached its 2030 Digital Decade objectives is welcomed.

The Confederation of Finnish Industries EK strongly opposes the removal of unanimous decision-making in the field of taxation. First, the need for QMV is questionable. As the approval of the anti-tax avoidance package clearly demonstrates, Member States are already now able to reach unanimity in, e.g., fighting tax evasion.

The Confederation of Finnish Industries strongly opposes the European Commission’s proposal to introduce more qualified majority voting (QMV) in the area of social policy. The members of the Finnish business community are vocal supporters of the European project.
