In essence, CPME supports the proposal to establish an optional 28th regime for companies, provided that several essential conditions are met.

CPME thanks the European Commission for this consultation on the Innovation Act and welcomes the opportunity to contribute its perspective. In its position, the Confederation highlights the strategic imperative of closing the EUs innovation gap by creating a regulatory framework that facilitates the growth of innovative enterprises, particularly SMEs.

Micro, small and medium-sized enterprises are duly involved in the digital economy and receive tangible benefits from it. According to the France Num Barometer, conducted in October 2021, 78 % of the managers of micro, small and medium-sized enterprises consider that digital technology represents a real benefit for their business.

CPME welcomes the initiative of the European Commission to consult on a possible legislation on cyber-resilience. Cybersecurity is a major issue for the sustainability of our companies and its importance will increase in the coming years. A European response is therefore essential.

As the Confederation of SMEs (CPME), we would like to draw the Commission’s attention to the growing imbalances in the commercial accommodation market. The rapid development of alternative accommodation offers takes place without a regulatory framework equivalent to that applicable to traditional operators. This creates distortions of competition and weakens the level playing field in the internal market.

A large part of the professional federations that are members of CPME and their SMEs are committed to a circular economy, more respectful of resources and concerned with tackling the fight against global warming.

The proposal for a regulation on combating late payment, presented by the European Commissioner for the Internal Market, Thierry Breton, on 12 September 2023, raises major concerns in the Confederation of SMEs. We consider that reducing payment times to 30 days, as proposed in the Regulation, will not contribute to improving the liquidity situation of companies.

The Machinery Directive, which imposes technical and safety standards, has been a model of balance, caution and seriousness in defining technical and procedural requirements for manufacturers. It is an important and effective tool for industry and has proved its worth. CPME considers that this regulation is broadly fit for purpose and that it is not appropriate to change its basic approach.

The lessor of e-commerce and direct imports from third countries is disrupting European market surveillance. The Regulation on market surveillance and compliance of products has strengthened controls, but it remains insufficient in the face of these new realities. CPME agrees that the current VAT system remains complex and burdensome, particularly for the smallest businesses. Beyond the fight against fraud, it is difficult for small and medium-sized enterprises to take a final decision at this stage. The proposal for Regulation 1025/2012 is welcomed by CPME as it will place the standardisation bodies of the 29 countries of the European Economic Area at the heart of the decisions of CEN, CENELEC and ETSI as regards the standards requested by the European Union. This revision seems to confirm the value of the principle of national delegation by the European Commission for the operation of CEN and CENELEC.
