As far as the Public Procurement Directive and the Concessions Directive are concerned, ENGIE considers that they are still relevant today, and that they are still generally adapted to the specific needs of our business sectors. The current rules for awarding concession contracts for instance are satisfactory for the implementation and development of the energy projects we bid on.

ENGIE welcomes the Commission's efforts to improve the usability of the Taxonomy by simplifying the Technical Screening Criteria (TSC), removing unnecessary barriers and making proof of compliance easier while reducing the overall administrative burden.

ENGIE is a global utility company with long history in providing the transportation sector with green energy, notably bioCNG for more than 20 years, green electricity and H2. Today, for LDVs, ENGIE is developing a network of fully owned and operated charging points in France and Belgium (one of the leading suppliers in Flanders).

Through its entities Supply & Energy Management (gas midstreamer), NaTran (gas TSO), and Elengy (LNG terminal operator), ENGIE is committed to supporting the development of a competitive European CO market, underpinned by infrastructure for CO transport, storage, and utilisation. Access to affordable and reliable CCUS is essential for EU industry to meet EU climate objectives.

Accounting for nearly 50% of the EU's total final energy consumption, the H&C sector is central to addressing the EU's major challenges: decarbonization, energy independence, promotion of RES, resilience & flexibility of the energy system, undertaking competitiveness & household affordability. ENGIE supports the EU Commission in its commitment to proposing a comprehensive strategy for this sector.

ENGIE welcomes the opportunity to comment on the Delegated Directive amending Annex V and Annex VI to Directive (EU) 2018/2001 of the European Parliament and of the Council, as regards rules for calculating the greenhouse gas impact of biofuels, bioliquids and biomass fuels and their fossil fuel comparators. ENGIE welcomes the opportunity to contribute to the Europeans Commission consultation on the role of international carbon credits in the EUs 2040 climate policy framework. To achieve the intermediary 2040 climate target and carbon neutrality by 2050, Europe requires swift, transformative action across all sectors.

ENGIE welcomes DG ENER's consultation on guidance for the designation of RES Acceleration Areas by Member States (MS). While these areas, if designated in an efficient and coordinated manner, are a source of leverage to achieve the EU's 2030 RES target, they should in no way reduce the deployment of RES in or outside these areas due to lengthy administrative procedures.

ENGIE welcomes the opportunity to contribute to the revision of the Governance Regulation. A robust governance structure is essential to deliver the EUs 2040 climate target, achieve climate neutrality by 2050 and support a competitive, secure and resilient energy system.

ENGIE welcomes the call for evidence on the energy security framework. The current geopolitical context, combined with the acceleration of renewables and electrification, calls for a robust and forward-looking energy security framework.

ENGIE welcomes the European Commissions proposal for an EU-wide energy efficiency rating scheme for data centres as an important step toward aligning digital growth with energy transition goals. By incentivising improved energy performance, renewable energy sourcing, reduced water consumption, and waste heat recovery, the scheme has the potential to guide the sector toward more sustainable practices.

ENGIE welcomes the Commissions efforts to promote a harmonised, transparent, and customer-centric framework for electricity supplier switching across the EU. We support the ambition to enable 24-hour switching through interoperable and non-discriminatory access to metering and consumption data.
