About this data

The European Commission publishes every submission to its consultations on “Have Your Say”. We read those records, attribute each one to the organization that filed it, and organize them by legislative file and by organization. Register facts (declared staff, declared costs, accreditations, memberships) are each organization’s own declaration to the EU Transparency Register, snapshot 30 Aug 2026.

Commission documents are reused under Commission Decision 2011/833/EU. The European Commission is not liable for this reuse.

The site covers 326 consultation files so far (29,503 submissions, mostly 2025–26), out of roughly 4,100 EU initiatives that have ever taken feedback. An organization showing two files here has filed on at least two: its real EU consultation history is larger, not smaller. Every count on the site is a floor.

Data is refreshed once a week, on Tuesday mornings; the latest filing on record is from 30 Aug 2026. Every file page states the Commission’s own total beside ours, so the difference is visible: private individuals, which we never publish, plus anything filed since the last refresh.

We do not host position papers. Where an organization attached one, it is on Have Your Say: the source link on every quote goes to the Commission’s record of that submission, where the PDF is. When the comment was only a cover note, the quote shown is the opening passage of the attached paper, and it says so.

We do not summarize. No model rewrites what an organization said. Where a submission was filed in another EU language, we show the English the Commission publishes alongside it, and label the quote.

Organizations only, never individuals. Submissions from private individuals are excluded. Contact details are removed from the text before it is indexed, and any passage that contained them is withheld from search results.

We do not rank influence. Counts of submissions are participation, not influence. A low count is not a judgment; many organizations engage through a trade association rather than filing themselves.

If a submission is misattributed, a register number is wrong, or your organization is shown in a way that is not accurate, write to info@policyspeak.com with the page link, whether you want a correction, want to object to how your organization is shown, or want it removed. We correct the record, not the other way round.
