The European DIGITAL SME Alliance - representing more than 45,000 tech SMEs - supports simplifying the EU digital rulebook, provided it maintains fair competition and market access. Simplification should empower SMEs by reducing fragmentation and aligning rules with technology, while ensuring consistent enforcement and legal certainty.

The CEA should ensure that SMEs are not marginal actors but central players, driving innovation, circular business models, and transparency through data and technology. To achieve this, the European DIGITAL SME Alliance puts forward a set of key recommendations to enable SMEs to thrive in the circular economy and strengthen Europes industrial sovereignty.

Please find attached an initial response by DIGITAL SME on the Review of the EU Public Procurement Rules. A full response will be published by DIGITAL SME after further consultations with its members. European DIGITAL SME Alliance supports the Commissions initiative to create a cohesive strategy for European Open Digital Ecosystems, at the condition that this does not become exclusive of portions of the existing market.

The European DIGITAL SME Alliance thanks the European Commission for the opportunity to provide feedback on the proposal for a European Act on Artificial intelligence (the AI Act). The European DIGITAL SME Alliance, representing over 45,000 tech SMEs, stresses that the need for new legislation under the Digital Fairness Act should be carefully assessed, as the existing EU digital rulebook already addresses many of the same challenges. Priority should go to stronger enforcement and targeted improvements of current frameworks.

On 15 December 2020, the European Commission has published its long-awaited rules for digital services and digital markets. The Digital Services Act Package aims at tackling some of the main issues which have been associated with large platforms: the spread of hate speech and illegal and unsafe products (Digital Services Act); and the dominance of gatekeeper platforms in certain markets (Digital Markets Act).

European DIGITAL SME Alliance, representing over 45,000 tech SMEs from across Europe, supports the objectives of the Skills Portability Initiative as a timely effort to strengthen the mobility of skills across the European Union, at a moment when labour shortages and accelerating digital transformation are placing increasing pressure on the Single Market.

We think that it has strong elements to create a level-playing-field in digital markets which fosters innovation, and to provide opportunities to new market entrants. The European DIGITAL SME Alliance welcomes the development of an EU Quantum Act and stresses the importance of ensuring that quantum technologies evolve in a way that reflects the reality of the European economy. SMEs represent the vast majority of businesses and are embedded in every strategic supply chain, from digital infrastructure to industrial systems.

DIGITAL SME generally welcomes the clarifications and revisions that have been made to the Directive.
