On a live file, what the policy team knew and what the organization said about it sat in two different places.
Why we built it

Reading it as it moved
Consultation, proposal, committee vote, trilogue, and then the delegated acts that nobody reads until they bite. One of us spent those years knowing who the rapporteur and the shadows were, and what each new text changed. - The line
Saying something about it
The other spent them turning what moved into the line the organization took: the member update and the statement. The facts usually arrived second-hand and late. - PolicySpeak
One record for both halves
So we built one place where the file, the people on it and the words that go out about it are kept together, for the policy side and the comms side at once.
