BDEW welcomes the revision of the EU Taxonomy Climate and Environment Delegated Acts. The EU Taxonomy is an important tool to channel investments into the transition towards climate neutrality. However, in order to be able to perform this function effectively, the technical screening criteria need to be legally certain, proportionate and applicable in practice.

The rapid deployment of CO2 infrastructure is an important building block on the path to a carbon value chain to reach Net-Zero in 2045. During the market uptake phase, high costs should be compensated by funding. For rapid expansion, it is necessary to reduce the investment risk of network operators, for example through a payback account or direct support.

BDEW welcomes the opportunity to comment on the legal framework for the possible use of international carbon credits towards the 2040 EU climate target. Due to the limited space available in the questionnaire, BDEW submits this complementary document to present the position of the German energy and water industries in more detail. Please find attached BDEWs complementary position paper.
Energy efficiency will remain a key factor even after 2030, helping to bridge existing gaps in achieving targets. However, focusing exclusively on the absolute final energy consumption of an economy can lead to misallocations and have adverse effects on welfare and growth.
As the processes for designating RES priority areas and for implementing the Council Regulation are already well established in Germany, supplementary Guidance is not needed from BDEWs point of view. Furthermore, the drafting of the Guidance is taking place in parallel with national transposition of RED III in certain Member States.

As confirmed in the new Urban Waste Water Directive, sewage sludge is an important resource. In Germany, the Regulation on the reorganisation of sewage sludge recycling already applies the obligation to recover phosphorus contained in the waste water and contained in the sludge. In future, the Commission will also be empowered to set recovery rates for phosphorus by means of delegated acts.
