The BDEW supports the objectives of the Energy Efficiency Directive (EED) and considers the issues addressed therein to be relevant to achieving these objectives. Since the introduction of Directive 2012/27/EU (EED) in 2012, both the energy and climate policies of the European Union and its Member States have evolved considerably. This must also be reflected in an adaptation of the EED rules.

The European Commission has launched a call for evidence for an upcoming legislative act aiming to tackle microplastics unintentionally released into the environment. The German Association of Energy and Water Industries (BDEW) welcomes this initiative as it is in alignment with the political objectives of the European Green Deal, the Zero Pollution Action Plan and the Circular Economy Action Plan.
The BDEW supports the objective of EU climate neutrality by 2050 and the Commission’s proposal for a net GHG reduction target for 2030 of at least 55 %. The revision of the EU legal framework for gas must recognise the role of gas and its infrastructure and create the necessary framework conditions for the high flow of climate-neutral gases.

BDEW welcomes the opportunity to comment on the legal framework for the possible use of international carbon credits towards the 2040 EU climate target. Energy efficiency will remain a key factor even after 2030, helping to bridge existing gaps in achieving targets. However, focusing exclusively on the absolute final energy consumption of an economy can lead to misallocations and have adverse effects on welfare and growth.
As the processes for designating RES priority areas and for implementing the Council Regulation are already well established in Germany, supplementary Guidance is not needed from BDEWs point of view. Furthermore, the drafting of the Guidance is taking place in parallel with national transposition of RED III in certain Member States.

As confirmed in the new Urban Waste Water Directive, sewage sludge is an important resource. In Germany, the Regulation on the reorganisation of sewage sludge recycling already applies the obligation to recover phosphorus contained in the waste water and contained in the sludge.
