The Swedish Association of Road Transport Companies organizes 5000 hauliers, owning approximately 38 000 vehicles and employing around 150 000 people. We are dedicated in working towards reducing air pollution and emission of greenhouse gases from the road freight transport sector. The Euro-standard legislation has served us well for many years and led to a tremendous reduction in air pollution.

BEUC regrets that the level of ambition aimed at in the preparatory studies and the Commission impact assessment has not materialised in the legislative proposal. This is particularly damagin in terms of good governance.
The VDMA represents more than 3,500 German and European mechanical and plant engineering companies. The industry stands for innovation, export orientation and SMEs. The companies employ around 3 million people in the EU-27, more than 1.2 million of them in Germany alone. This makes mechanical and plant engineering the largest employer among the capital goods industries, both in the EU-27 and in Germany.
The European Commission published its proposal for Euro 7 on 10 November. It proposes changes to the regulatory requirements for emissions from light-duty and heavy-duty vehicles. The BDI expressly supports the Commission’s objective of improving air quality in the European Union. The continuous updating of the vehicle pollutant standard with the current Euro 6/VI has also made an important contribution to this. A moderate and harmonised proposal for Euro 7/VII, taking into account environmental protection and climate protection alike, would therefore be an appropriate approach.

The FIA European Bureau welcomes the EURO 7 proposal and favours its swift adoption; however, some aspects deserve further attention: We remind the legislators that mobility must remain affordable and accessible for all. The measures proposed seem fine but cost passed on to consumers must not increase after adoption of delegated acts containing detailed requirements. Affordability remains of paramount importance.
Bosch supports Euro 7/VII as the last regulatory step for exhaust emissions. Euro 7/VII standards can further reduce the impact of new vehicles (and beyond 2035 for vehicles in use) on air quality. Given the rapidly growing share of electric vehicles, it is reasonable to also set limit values for particle emissions from brakes and tyres. Nevertheless, a monitoring period is advisable to test new measurement methods.
Transport & Environment feedback on Euro 7. Transport and Environment (T&E) welcomes the publication of the Commissions (EC) proposal for a revision of the EU vehicle emission standards, however remains disappointed by the lack of ambition, especially for cars. Fixing toxic air caused by road transport in Europe is of paramount importance since it kills 70,000 people prematurely every year.

The European emissions control industry that AECC represents, welcomes the opportunity to comment on the Euro 7 proposal adopted by the European Commission on 10 November 2022. The Euro 7 emission standards need to be swiftly adopted, well before the next EU elections. This is key to realising the implementation dates prescribed in the proposal.
The Central Association of German Motor Vehicle Industry (ZDK) in Bonn and Berlin represents the professional interests of 36.570 car houses and workshops with around 435.000 employees. With an annual turnover of EUR 179.8 billion, the motor vehicle industry is an important economic factor in Germany. Therefore, Euro 7 legislation must not have the effect of making it impossible in future to offer small and medium-sized vehicles with an internal combustion engine which are attractive to consumers, or to withdraw them from the market at all.

Ferrari welcomes the opportunity to contribute to the development of a new emissions standards for cars, vans, lorries and buses. Within the ambitious European Green Deal policies, the von der Leyen Commission delivered on November 10th the normative proposal which will define new and stricter requirements for vehicles pollutant emissions.
In the Euro 7 proposal, no information can be found on whether emissions from auxiliary heaters should be measured and included in the total emission budget. Hence, we are interested to understand if auxiliary heaters (cabin and engine block heating etc.) will be covered by the final wording of Euro 7?
With currently more than 21 million members, ADAC e.V. is the largest automobile club in Europe and the second largest in the world. The issue of emissions of fine particles is increasingly present in the public debate. Contrary to the ideas received, the emission of fine particles emitted to braking by motor vehicles is 6 times higher than the exhaust emissions by a catalytic converter. Friction brakes regardless of whether they emit fine particles and ultra fine particles (PM 15 to PM 0,001).

During last years and up to 2019, current Euro 6/VI standards have fulfilled their main objectives of reducing pollutant emissions in Internal Combustion Engines (ICEs) all over the EU. Nonetheless, it would be very positive to review and improve standards and methods on emission measurement systems to achieve a zero impact emissions on air quality.
Ingevity welcomes the European Commission’s proposed roadmap for post-Euro 6/VI standards. The European Green Deal promises consistent targets for the reduction of polluting emissions. While Euro 6/VI have brought considerable improvement, there are still margins of improvement needed to meet these targets.

The future standards shall include the monitoring of more diverse pollutants than today, since scientific investigations and technological evolution of motorization systems show that road transportation produces much more diverse pollutants than previously expected. The Association for Emissions Control by Catalyst (AECC) welcomes the initiative to prepare the next step in the emission standards for cars, vans, lorries and buses. A new era for vehicle emissions control started with the introduction of RDE and PEMS testing within Euro 6/VI legislation, but there remain areas where improved emission standards are required.
Public transport, whether powered by conventional or alternative fuels, means sustainable mobility. By using little space and moving millions of passengers every day, it is a very energy-efficient mode of transport and the backbone of urban mobility. When tackling air pollution, bus transport is not part of the problem, but part of the solution.

Increasing the efficiency of the Internal Combustion Engine (ICE) has been the core driver of emissions reduction of passenger transport to date. In fact, average tailpipe CO2 emissions from petrol cars dropped by more than 30% between 2000 and 2016, largely due to increased performance of engines. At the same time, the fuel used in the car, also played an important part in making today’s cars cleaner.

Bosch welcomes the opportunity to contribute to the development of new emission standards. The impact of road traffic on air quality needs to decrease further. Since the internal combustion engine will remain an important part of the future powertrain mix beyond 2030, new emission standards need to reflect technological progress while ensuring competitiveness of the European automotive industry.
We welcome this opportunity to provide feedback on the roadmap regarding the creation of a new EURO7 emissions standard. We support this initiative as a decisive step to tackle CO2 emissions, in the context of the Green Deal The option 3 identified into this document considers the introduction of real-world emission monitoring through on-board monitoring (OBM).
