Federchimica

Dear Members of the Commission, Assogastecnici, part of Federchimica, is the association of companies active in the production and distribution of technical, specialty, and medicinal gases. Its member companies represent the entire national market and employ approximately 5,000 people, generating a turnover of approximately 2.6 billion.

Federchimica, the Italian Federation of Chemical Industry, is composed of over 1.450 companies, for a total of over 94.000 employees. Federchimica is grouped into 17 Sector Associations, articulated into 38 Product Groups.

Federchimica reiterates its commitment to the 2050 climate neutrality goal, recognizing the EU Emissions Trading System (ETS) as a primary tool for achieving these climate targets. However, fulfilling this ambition requires a robust framework of enabling conditions, such as lead markets for green products, access to affordable low-carbon energy and feedstocks, and a comprehensive carbon infrastructure.

Federchimica, the Italian Federation of the chemical industry, believes it is essential for the Biotech Act II to become a coherent, cross-sectoral regulatory framework for the bioeconomy. The Act must go beyond biotechnology and biofabrication to address the entire bioeconomy, so that the EU can continue to be global market leader.

We noticed three discrepancies in the draft delegated act: HS code 382311 (stearic acid) is not listed in the draft delegated act, while being listed in the original Annex I list. It should be included in the Delegated Act, with a proposed "ex as it can be derived from tallow and other vegetable oils.

Federchimica welcomes and supports the simplifications proposed in the Environmental Omnibus package; however, while sharing its overall approach, it considers that further targeted interventions are necessary in certain areas not fully addressed by the current proposal.

The Biomass based chemicals group, a Product Group of Aispec, one of the 17 Sector Associations of Federchimica (the Italian Federation of the Chemical Industry, consisting of over 1.500 companies and 96.000 employees), welcomes the opportunity granted by the European Commission to comment on the revision of the Annexes V and VI of the Renewable Energy Directive 2018/2001 (RED II).

Directive 91/676/EEC (the Nitrates Directive) is a valuable tool for monitoring the health status of water bodies subject to the transposition of nutrients from livestock manure. AssoFertilisers welcomes the Commission’s call for feedback on the proposal to update the Nitrates Directive to allow the use of RENURE fertilisers above the limit of 170 kg nitrogen per hectare per year.

Federchimica welcomes the Commision initiative to establish EU-wide end-of-waste (EoW) criteria for plastics from mechanical and solvent-based recycling as a positive step towards harmonisation and development of a well-functioning internal market for recycled materials.

Federchimica acknowledges that the reallocation of tasks will have a significant impact on ECHA, which will see its workload considerably increased; calls, therefore, for all necessary measures to be taken to enable the agency to operate at full speed despite the increase in work: these measures could be both organisational and budgetary.
