BEUC welcomes the opportunity to contribute to the Call for Evidence on the forthcoming Digital Networks Act (DNA). This adds to the separate White Paper consultation and our detailed position of June 2024 (in attachment). In particular, the DNA must preserve and strengthen existing consumer protection rules, secure wholesale and retail competition and ensure robust regulatory independence.
BEUC welcomes this opportunity to comment on the evaluation of the Geo-blocking Regulation (GBR). BEUC strongly supports the aim of the GBR to reduce geo-blocking in the Single Market. This practice is unfair for consumers and should not exist in the Single Market. 1.
BEUC, the European Consumer organisation, very much welcomes the publication of the Green Claims Directive as an important step in fighting greenwashing and ending misleading unsubstantiated claims from being displayed on products and services. Consumers are confronted with a systemic greenwashing problem.
Many traders are taking advantage of consumers’ growing interest in environmental matters because of the climate crisis and are using green claims to differentiate themselves. Many claims are not or cannot be substantiated. This triggers confusion and mistrust among consumers and jeopardizes their active contribution to the transition towards a green economy.

For consumers to get on board of the transition, the availability of battery-electric vehicles (BEVs) on the secondhand market is paramount. Many consumers don’t buy new cars.

BEUC welcomes this initiative and recognises the importance of strengthening the biotechnology sector to deliver innovative products and improve access for patients and consumers. However, such efforts must be accompanied by strong safeguards to ensure that innovation serves the public interest.
The European Consumer Organisation (BEUC) welcomes the possibility to give feedback to this initiative. BEUC is the largest organisation promoting the general interests of Europes (household) consumers. The review of the Sustainable Finance Disclosure Regulation (SFDR) is a positive step to bring much-needed clarity to what can be considered a sustainable finance product. The creation of product categories with minimum criteria is a key change that is needed to limit greenwashing that can mislead consumers.

In todays housing crisis, the discussion around affordable cannot be decoupled from energy efficiency. Nearly 80% of European buildings will still be in use by 2050, which means that the majority of households will continue to live in existing dwellings. Addressing the crisis therefore requires a strong focus on improving energy efficiency.
BEUC welcomes the draft implementing act to create the DPP Registry, as a means to operationalise the compliance of economic operators with their DPP obligations. BEUC strongly welcomes the proposed Digital Markets Act. It is a good starting point to adopt an essential new law to tackle problems in digital markets. In particular, BEUC welcomes the fact that this proposal is a Regulation with a swift entry into application; contains self-executing obligations and prohibitions; and will be enforced at EU level.
BEUC supports the introduction of ex-ante regulation for large online platforms with significant network effects acting as gatekeepers. Regarding the options provided by the Commission in the Roadmap, the chosen option must ensure strong, effective, timely and consistent rules and enforcement in the EU digital single market.
BEUC strongly support the current targets set in Regulation (EU) 2019/631. Electric cars are to be the go-to choice for consumers looking to cut their mobility costs. For some, it is already the case today. Most importantly, financial benefits of EVs are the most pronounced in the second-hand market, where the vast majority of consumers buy their car.

The Cosmetic Products Regulation (CPR) plays a vital role in protecting consumer health and interests. Still, the CPR suffers from major shortcomings, as documented e.g. by the fitness check on endocrine disruptors. Therefore, BEUC strongly regrets that the European Commission has yet to present a proposal to revise the CPR, as announced in the Chemicals Strategy for Sustainability.

These manuals safeguard consumer safety and economic interests. Proper installation and maintenance ensure product longevity and optimal performance.

We welcome the publication of the draft Ecodesign and Energy labelling regulations for space and combination heaters. The uptake of sustainable heating and cooling solutions requires a systematic and practical approach to ensure consumers can better control their energy bills and live in healthier and more comfortable homes.

We would like to express caution about the proposal to extend the derogation for keeping documentation to companies and organisations of up to 750 employees and to limit the exceptions of the derogation to data processing activities that are likely to result in a high risk to data subjects rights and freedoms.
Under the last mandate, the EU has set itself ambitious renovation goals for the European housing stock. This is very much welcome as energy retrofits are one of the most efficient measures to slash consumers energy bills, increase peoples comfort as well as to reduce the GHG emissions from the buildings sector. BEUC welcomes the opportunity to provide comments in support of the draft REACH restriction on CMR 1A/1B substances in childcare products (please see enclosed). Unlike toys, existing EU legislation regulating childcare products is insufficient to safeguard childrens health against CMR substances. As such, we strongly support the proposed restriction as an essential safeguard of childrens health.

In light of the fast electrification of Europe's fleet, this is crucial for consumers to compare cars based on their performance.
BEUC welcomes this initiative by the European Commission to revise the current Ecodesign and energy labelling regulations, with the view of further improving their energy efficiency and boosting the circular economy. We support the objective of systematically tackling material efficiency issues such as durability, reparability and recyclability, making sure products last longer and are easier to repair.
