FIA Region I

FIA Region I supports the EUs objective of strengthening industrial competitiveness while accelerating decarbonisation. However, for this to succeed in practice, the transition must remain affordable, accessible, and acceptable to consumers. Industrial policy should therefore be designed in a way that preserves access to mobility, avoids disproportionate cost increases, and maintains consumer choice.

We believe that setting the proposed 13% greenhouse gas intensity reduction target as well as the increased sub-target for advanced biofuels to 0.5% in 2025 and 2.2 % in 2030, and the introduction of the sub-target 2.6% for energy from renewable fuels of non-biological origin (RFNBO) should be a minimum and preferably be exceeded.

FIA Region I supports the EUs ambition to accelerate the decarbonisation of the transport sector. Corporate fleets, due to their high turnover and influence on the second-hand market, are a logical starting point to scale up zero-emission vehicle (ZEV) deployment. However, measures must be realistic, flexible, and grounded in market conditions to avoid unintended economic and social consequences.

Considering the deployment of several policy instruments to reduce greenhouse gas emissions in the road transport sector and the limited role of road transport in the Energy Efficiency Directive, the FIA EB believes that if road transport gets included in the ETS, the price signal would create an incentive for energy savings in road transport anyway, and therefore it is not necessary to keep road transport in the…

We believe that it is not a good idea to set up a stand-alone ETS for transport and buildings alone as it is proposed in the fit-for-55 package. The larger the scope of the ETS, the more efficient the system, and thus the lower the overall abatement costs for a given CO2 reduction.

The FIA European Bureau supports the ambition of the European Union to become climate-neutral by 2050, including the greenhouse gas reduction target of 55% in 2030. To reach that goal, important adjustments are necessary in all areas of society. Road transport is part of the solution to reach the set goal.

We believe that a revision of the Energy Taxation Directive can help achieve the European Union climate ambitions. Road transport, as a sector with high energy consumption, can further contribute to reducing greenhouse gas emissions if the right framework conditions are set. We therefore welcome the proposal to revise the Directive, in particular with regard to the change of taxation basis.

The development of a robust renewable energy framework for the period beyond 2030 represents a key opportunity to deliver a successful, consumer-oriented transition.

The FIA European Bureau welcomes the Commission’s plans to address the systemic challenges of data access and use, as well as enhance citizens control over their data by means of a Data Act. Data-driven mobility The IIA recognizes the essential role of data in the digital economy. With the advent of the ‘connected car’, mobility is increasingly becoming software driven.

FIA Region I recognises the urgent need to reduce greenhouse gas emissions across all sectors, including transport. Climate change poses serious long-term risks to both the environment and the resilience of mobility systems. However, climate policies must be designed to be technologically feasible, socially equitable, and consistent with the right to affordable and accessible mobility for all citizens.

FIA Region I welcomes the opportunity to provide input to the Roadmap on the modernization of the EU’s batteries legislation. Our 103 Mobility clubs represent over 36 million members from across Europe, the Middle East and Africa. Our members provide roadside assistance, legal advice, insurance, and many other services to their members.

The FIA European Bureau welcomes the European Commission’s ambition to adapting the end-of-life vehicles (ELVs) rules to the objectives set out in the European Green Deal, as well as to considering the technological advances.

We welcome the ambition to enable consumers to recharge or refuel their vehicles anywhere in the EU and as easily as is currently the case for conventionally fuelled vehicles, recognising that the broad mass of consumers will only switch to zero- and low-emission vehicles once they are sure they can easily charge and refuel them.

The FIA European Bureau is fully committed to clean mobility and supports the goal of progressively improving air quality in the European Union to levels no longer considered harmful to human health and natural ecosystems. However, and in view of establishing clear and achievable European requirements, the expression zero pollution objective should not be used in the Ambient Air Quality Directives.

The FIA European Bureau supports the endeavour of the European Commission to revise policies and legislation related to air quality from all sectors in the follow-up to the ambition set in the European Green Deal. Whilst the mobility sector is often singled out, there is a shared responsibility of all sectors to lower their impact on the environment.

The FIA European Bureau welcomes the Commissions aim to enhance road safety and environmental performance through the Roadworthiness Package. However, we stress the importance of maintaining affordability, transparency, and fairness for citizens, and considering the self-diagnostic capabilities of modern vehicles as well as their suitability to replace additional tests and measurements.

The proper functioning of the EU’s transport system is essential to its competitiveness and the quality of life of its citizens. Citizens should benefit from a transport system designed and managed to their needs, considering social, economic and environmental aspects in a balanced way.

The FIA European Bureau welcomes the EURO 7 proposal and favours its swift adoption; however, some aspects deserve further attention: We remind the legislators that mobility must remain affordable and accessible for all. The measures proposed seem fine but cost passed on to consumers must not increase after adoption of delegated acts containing detailed requirements. Affordability remains of paramount importance.

The FIA European Bureau welcomes the review of the PTD, with a view to increase the level of consumer protection, especially under extraordinary circumstances. These are the aspects that, in our opinion, deserve being reviewed: Raising awareness of travelers’ rights The 2020 Eurobarometer showed that only 32% of respondents are aware of passenger rights in the EU.

The FIA European Bureau (EB) welcomes the Commission’s proposal for a revised ITS Directive; below some aspects that deserve further attention: ITS for better planning – Today, drivers increasingly rely on digital information to plan their journeys and to receive (real-time) information during their trips.

With the expected increased deployment of alternatively powered vehicles over the coming years it is essential that the EU takes necessary steps to prepare for such change. The evaluation of Directive 2014/94 should assess the added value of the legislation and where it can be improved in order to better manage the shift towards alternatively powered vehicles.

FIA Region I believes that a series of challenges for safe automated road transport can better be addressed by a co-programmed European partnership of coordinated actions from public authorities and industries (option 1). The Partnership should help defining a long-term framework for the strategic planning of research and pre-deployment programmes.

While we fully support the endeavour of the European Union to reach climate neutrality by 2050 and to involve road transport into this effort, we see a clear need for the transition to low- and zero-carbon mobility to be just and inclusive, while leaving no one behind.

FIA Region I welcomes the European Commission’s Inception Impact Assessment and the opportunity to give feedback on the initiative. Representing 36 million European motorists, FIA Region I and its member Mobility Clubs offer its expertise to support the Commission’s evaluation with any additional information necessary.
