The Spanish Bus and Coach Transport Confederation (CONFEBUS) welcomes the opportunity to submit comments on the proposed revision of the Energy Taxation Directive. CONFEBUS is fully committed to the ecological transition and shares the objective of promoting the use of renewable and low carbon fuels, in order to contribute to climate goals and neutrality by 2050.

Concerning the revision of the Energy Taxation Directive, the Spanish Bus and Coach Federation - CONFEBUS would like to stress that such a revision should favour the use of the most energy efficient modes of transport, such as buses and coaches in order to be aligned with the objectives of the European Green Deal (55% GHG emission reductions for 2030, carbon neutrality for 2050).

CONFEBUS took note of the opening of this public consultation. Please find attached a document with the comments taking into account the view of bus transport as a key tool for achieving the EU’s climate objectives set out in Regulation (EU) 2021/1119.

CONFEBUS took note of the proposal on passenger rights in the context of multimodal journeys, adopted by the European Commission on 29 November 2023. The proposal aims to address passenger rights specifically in situations involving multiple modes of transport. This new proposal allocates obligations based on their multimodal ticketing types, covering carriers, intermediaries and station/terminal managers.

CONFEBUS, the Spanish Confederation of Bus and Coach Transport, takes note of the announcement by the European Commission to carry out an initiative to review the regulatory framework of passenger rights in all modes of transport, in particular to ensure its resilience against extensive travel interruptions, and to include options for multimodal tickets.

CONFEBUS takes note of the Proposal for a Regulation of the European Parliament and of the Council on the accounting of greenhouse gas emissions from transport services. With it, the European Commission proposes a common framework for calculating greenhouse gas (GHG) emissions from door-to-door transport services, based on an internationally accepted standard.

The Spanish bus and collecting transport Confederation (CONFEBUS) takes note of this initiative which actions to provide a common framework for calculating greenhouse gas emissions from road transport. According to a recent survey conducted by the European Commission, most importantly the totality of public opinion in Spain (97 %) is concerned with environmental sustainability.

CONFEBUS takes note of the adoption by the European Commission of the proposal to review the EU rules (EC Regulation 561/2006) on driving and rest times specifically for drivers of ocasional and tourist buses and coaches.

CONFEBUS welcomes the commitment reflected in the latest amendment of driving times and rest periods rule establishing a revision clause of Regulation 561/2006 that will allow the European Commission to assess if more appropriate rules can be adopted for drivers carrying occasional road passenger transport services.

CONFEBUS takes note of the Proposal for a Directive on Intelligent Transport Systems (ITS) and its Annex, which implies a revision of the current rules. New technologies have a profound impact on the bus and coach sector, one of the most sustainable means of transport and a key instrument for achieving the objectives of the European Green Deal.

Without bus transport, there is no tourism. This activity is closely linked to tourism, which is essential for the development of the tourism chain and supply (excursions, congresses, fairs and circuits, among others), as well as ensuring the sustainable mobility of tourists on a regular basis. Bus transport is also a sector mostly made up of SMEs.
