At ISOC.PT, we support the DNAs core objectives a genuine single market for connectivity, the Single Passport, network resilience, spectrum modernization and the fiber transition. These reforms reduce fragmentation and lower barriers to cross-border entry, which is good for competition.

Attached is ELFAs Position Paper on the Digital Networks Act (DNA). As the European voice of independent connectivity providers, representing 16 national associations and more than 1,200 operators, ELFA supports a regulatory framework that promotes both investment and effective competition.
In the telecommunications sector, far-reaching harmonisation must be handled with particular caution. Structural differences in markets, competitive dynamics, as well as geographical and infrastructural conditions across Member States cannot be overlooked. A one-size-fits-all regulatory approach is unacceptable if it risks undermining well-established and effective functioning national and regional structures.

Post-quantum and quantum cryptography, in particular QKD, are complementary approaches to address the quantum threat. Both techniques are highlighted as fundamental pillars in the Commissions White Paper, "How to Master Europes Digital Infrastructure Needs," which serves as a foundation for the upcoming Digital Network Act (DNA).
France-IX encourages to promote a cooperative, decentralized model for interconnection infrastructure, warning against unjustified international consolidation which may fragment local ecosystems, increase costs, and weaken Europes digital sovereignty.

Whizzy Internet agrees with the submission made by Tom Smith of Wireless Connect Ltd. We also believe spectrum in the 6Ghz band should be made available for Wisps to continue to provide the high level of service and connectivity to rural Ireland and not be auctioned off for the highest bidder to sit on for years just because they can afford to do it.

BEUC welcomes the opportunity to contribute to the Call for Evidence on the forthcoming Digital Networks Act (DNA). This adds to the separate White Paper consultation and our detailed position of June 2024 (in attachment). In particular, the DNA must preserve and strengthen existing consumer protection rules, secure wholesale and retail competition and ensure robust regulatory independence.
We acknowledge the call for evidence on the Digital Networks Act and appreciate the opportunity to contribute to this important debate. Open Fiber (OF) is a leading FTTH wholesale operator in Italy and among the leaders in Europe. OF has covered more than 16 million households with FTTH across the country, employing, directly and indirectly, more than 10.000 employees. Due to macroeconomic factors investors are under pressure because it is becoming increasingly difficult to ensure an adequate return on investments in FTTH.
