Road vehicles: maximum weights and dimensionsfiled 16 Feb 2022source

We support the general authorisation of longer road vehicles and combinations. Given the advances in technology, we consider it effective to increase the dimensions, especially for the length of vehicles, and to allow the use of 25.25 metres modular combinations. This measure is rapidly feasible and has relatively low costs, with an immediate positive impact on both emission reductions and energy intensity.

We find the suggested mechanism relatively reasonable. Nevertheless, we believe that presented as a fixed administrative fee, the 0.05 charge per certificate under Article 15(1) functions in practice as a de facto tariff. Because the total amount increases in direct proportion to the number of certificates issued, the financial burden falls most heavily on large industrial exporters.

In its current form, the proposal is strong as an investigative and enforcement tool, but weaker as a framework for procedural equality and democratic scrutiny. In terms of fairness and competitiveness, the greatest risk is that the rules are practically best managed by the largest global players, while smaller European players bear relatively higher costs.
