The EU's planned '28th regime' is Bolkestein revisited In 2004, Frits Bolkestein a Dutch liberal politician and EU commissioner for the internal market introduced a controversial piece of legislation that would forever carry his name. The Bolkestein Directive would allow companies to provide services in other EU countries under the labour conditions of their home country.

The European Social Partners in the telecom sector, UNI Europa ICTS and Connect Europe, have adopted a joint statement on the Digital Networks Act (see attached). Europes technological sovereignty depends on innovative, resilient, secure and high-quality connectivity networks and services as the backbone and the only European-owned layer of the European digital ecosystem.

There is an urgent need to create fair competitive conditions in the platform industry. RECOGNISE THE WORKER DIMENSION Throughout the Digital Services Act (DSA) documents there is mention of consumers, sellers and intermediaries, but no mention of platform workers, while workers are just as much a part of this equation.

Postal and delivery services are vital public infrastructure connecting citizens, businesses and administrations across Europe. Yet the system faces structural imbalance: letter volumes are collapsing while parcel traffic surges due to e-commerce. The current Postal Services Directive and Cross-Border Parcel Delivery Regulation no longer match this transformed reality.
