In the revision of RED II, the role of decentralised electricity generation from renewable energy sources and community self-supply should be strengthened. In particular, the case of the rented multi-apartment building, where the landlord itself or with a service provider produces the electricity for the tenants, needs to be better taken into account.

GdWs housing companies support the Digital Networks Acts (DNA) objective of a single European market, accelerated fibre-optic roll-out and a transparent and non-discriminatory regulatory framework for the transition from copper to fibre-optic networks.

According to the GdW, the following points should be taken into account when revising the taxonomy: 1) No higher efficiency requirements beyond the national NZEB to enable cost-effective new build and affordable rents. 2) Focusing the EU Taxonomy on improving the worst-performing buildings, linking it to the EPBD, which includes the ‘worst-first’ approach.

We welcome the fact that, with the adopted omnibus package, the European Commission is reducing unnecessary bureaucratic burdens on small and medium-sized enterprises and easing the burden on reporting entities. The revised ESRS standard can contribute to this.

The European Commission is preparing proposals to amend the Emissions Trading Directive. It gives the opportunity to comment on the review of the EU Emissions Trading System (ETS, here ETS 1: Maritime, aviation and fixed installations).

GdW supports the goal of climate neutrality. However, we reject the newly planned blanket target of a 90% reduction in CO2 emissions by 2040, because experience shows that this will lead to political pressure to introduce unaffordable, uneconomical and socially unbalanced measures to reduce greenhouse gases.

Dealing with asbestos in building stocks requires a very complex approach and approach. In the view of the GdW, this is not reflected in the individual questions of the public consultation, and we therefore refrain from filling in the individual fields and share our assessment with a supplementary file.

The housing sector sees the dangers of improper handling of building materials containing asbestos and the resulting exposure if necessary. Concepts of risk prevention, information and the gradual removal of asbestos from the housing stock have been implemented for years in a conscious sense of responsibility and with a high level of organisational and financial effort.
