We support the EUs 2030 gigabit connectivity target and emphasizes the importance of maintaining a technology-neutral, investment-friendly, and legally stable regulatory environment to ensure timely and cost-effective delivery of gigabit networks across Europe. Gigabit Networks as a Catalyst for Society and the Economy Gigabit networks fixed and mobile are the catalyst of the wider European society and economy.

BEUC welcomes the opportunity to contribute to the review of the Digital Decade Policy Programme (DDPP). From a consumer perspective, Europes progress on connectivity demonstrates that competition-based regulation, combined with strong consumer protection, can deliver wide coverage while preserving affordability, inclusion and choice.

The EUs Digital Decade vision and its 2030 targets are essential for Europes digital transformation. In 2023, VNG launched a program to gain more insight into the Digital Decade. We set ourselves three main objectives. First, we aimed to strengthen cooperation between all levels of government regarding European legislation and regulations. Second, we mapped the interrelation between various laws and their impact on municipalities. This led to five cluster reports.

Open-Xchange would like to thank the Commission for the opportunity to participate in its call for evidence on the review of the Digital Decade programme. We think that the current targets and objectives remain relevant, but they lack coverage of the newly emerging need for European digital sovereignty.

EWIA the European Wireless Infrastructure Association welcomes the opportunity to share its views on the review of the Digital Decade Policy Programme. EWIA is the European trade association of neutral host TowerCos which provide open access to their shared wireless infrastructure.

An analysis of digital skills indicators highlighted some possible areas for improvement, as follows: Italy currently scores below the European average on at least basic digital skills. The European Digital Decade objectives are excellent and ambitious: massive skills digitalization, 100% online governments, fully cloud-enabled businesses with robust technological infrastructures. These directions are right for modernizing Europe. However, the elephant in the room remains major: all these objectives integrate no digital sovereignty dimension.

The current targets are important, but do not take sufficient account of digital accessibility and inclusion. The targets have been set before the rapid development of AI, so AI solutions may not sufficiently address equality and the rights of persons with disabilities and be environmentally sustainable.
