These are relevant to the whole supply chain, and the European livestock and meat traders (UECBV) are the first partner to farmers and represent the whole middle of the chain.

FEDIOL represents the EU vegetable oil and protein meal industry. Our members buy EU oilseeds mostly from first collectors and cooperatives, less frequently directly from farmers. They sell vegetable oils, as crude or mostly as refined vegetable oil to retailers, manufacturers of food, animal feed and non-food products. The protein meal goes to the compound feed industry.

The DBV refers in particular to the following points: The inclusion of terms such as fair and equivalent in Article 88a of the CMO is critical in that there is no clear definition of the term. EuroCommerce calls on the co-legislators to preserve the market orientation of the agri-food chain and avoid interferences with freedom of contract The Commissions Vision for the Future of Agriculture and Food of 2025 recognises that agri-food supply chains are complex and one-size-fits-all policies will not work. Comments on individual articles of the draft regulation Article 1 point 6) of the draft regulation introduces in regulation 1308/2023 in Article 168: par. 3, a mediation mechanism covering cases in which no agreement has been reached on the conclusion of a written agreement or the amendment of such an agreement.. It should be noted that concluding agreements with a given entity should be voluntary.

FoodDrinkEurope supports the principle of strengthening farmers position in the supply chain and takes note of the proposal for targeted amendments to the CMO. The food and drink manufacturing sector comprises more than 300,000 businesses, with nine out of ten employing fewer than 20 people.

SUMMARY CEFS consistent position is to maintain unchanged the current and longstanding provisions on contractualisation in Art. 125 and Annex X of the Single CMO Regulation, which take into account the unique specificities of the sugar sector and its contractualisation practices in a balanced and effective way.

In order to represent the interests of organic farming and, in particular, of small organic farms in Luxembourg, we in principle welcome the EU’s ambition to strengthen the position of farmers in the food supply chain, guarantee a fair and sufficient income and address existing imbalances.

Fairtrade Deutschland e.V. welcomes the European Commissions initiative to strengthen farmers positions in the agri-food supply chain. Some key aspects of the proposed regulation have to be revised in order to prevent misuse through insufficient definitions of fair and equitable.

The lack of certainty surrounding the access to fair and stable incomes is one of the main obstacles to generational renewal in EU agriculture. With this proposal, the European Commission provides some levers to address the asymmetry of information and pressure on prices that impede new generations to make a decent living, hence build viable activities.

The Foundation sells and promotes healthy food from local processors and farmers. As part of the Local Processing Incubator selling healthy local food, our Foundation encourages the building of short supply chains through local production and consumption. We do not want to be condemned to food from industrial agriculture and the worsening of the environmental and social problems that such production causes.

The Irish Co-operative Organisation Society Ltd (ICOS) is the umbrella body for the Irish co-operative movement representing member owned and controlled co-operative businesses including 18 multi-purpose dairy processing and milk purchasing co-ops. There are 17,000 dairy farmers in Ireland, producing 8.5 bn litres of milk annually. ICOS welcomes the opportunity to give feedback.

As the French fair trade system, it seems necessary for the EU to take over the French rules governing the use of fair and fair trade terms (Article 60 of Law No 2005-882 of 2 August 2005). Flour milling is the leading food industry in grain processing in Europe, with more than 3 800 mills and a large majority of SMEs using around 47 million tonnes of wheat, rye and oats each year. A resilient, competitive and sustainable flour milling sector is crucial for ensuring food security and supporting rural economies in Europe.

The Fair Trade Advocacy Office (FTAO) welcomes the European Commissions efforts to strengthen the position of farmers in the agri-food supply chain. It acknowledges the proposal to set the conditions under which the terms fair, equitable and equivalents may be used; as doing so might promote a fair remuneration for farmers by preventing misleading claims.

We strongly reject the intention, through amendments to Article 148 of Regulation (EU) No 1308/2013, to significantly strengthen the obligation for purchasers of agricultural products, in particular milk, to conclude written supply contracts. The longer-term commitment of guaranteed prices in these supply contracts will lead to very significant risk discounts. This weighs on farmers’ liquidity.

Eurogroup for Animals believes that the EU should use the revision of Regulation (EU) No 1308/2013 as an opportunity to expand its scope to horse meat and introduce specific marketing standards. Such marketing standards would contribute to strengthening intra-EU supply chains against imports from third countries as well as improving consumer protection and food safety.

We welcome the initiative of the EU institutions and Member States to put producers at the centre of the debate on agriculture and livestock farming, the need to improve their position in the value chain and to recognise that the profitability of the primary sector is necessary for the market to function properly.

The new initiative issued by the Commission on December 10 presents several positive elements that could significantly enhance the sector. In particular, the emphasis on democratic oversight regarding PO decisions and budgets is a welcome development, ensuring more transparency and accountability.

From the perspective of private agricultural trade companies, the draft amendment to the Common Market Organisation interferes with the contractual autonomy of the respective parties in a very comprehensive manner. We would therefore have considered it essential for an impact assessment to be carried out in order to assess whether the objectives intended by the amendments can really be achieved.

The general direction of the proposed changes to the proposed draft Regulation to strengthen the position of farmers in the supply chain and to prevent and combat unfair trading practices should be considered appropriate.

The Confédération Générale des Planteurs de Betteraves (CGB) supports the changes proposed by the European Commission to Annex X of the CMO Regulation. Indeed, the clarification of the way in which the purchase price of sugar beet is constructed is to be welcomed.

We welcome this proposal in terms of simplifying and improving the system for recognising producer organisations and increasing financial support in the case of young and new farmers joining a recognised organisation and in cases of imbalances caused by natural disasters or pests or diseases.
