Trans-European energy infrastructure: guidelines

Portugal welcomes the European Commissions initiative to strengthen the resilience and digitalisation of electricity grids, underlining its strategic importance for the full implementation of the Energy Union and for enhancing the European Unions energy autonomy.

This is the critical decade for European energy sovereignty and the fight against climate change. The European Commission must seize the moment of unprecedented strong support from the Council and a large majority of members of the European Parliament, to establish the conditions for a pan-European electricity supergrid fit for purpose, to the benefit of European consumers and businesses.

Euroheat & Power strongly supports the objectives of the European Grids Package to accelerate infrastructure deployment, simplify permitting, and enable a more integrated and decarbonised energy system. To deliver on these goals, the Package should formally recognise district heating and cooling (DHC) as Europes fourth energy grid, alongside electricity, gas, and hydrogen.

Grid Costs: The cost of grids for power, natural gas, hydrogen, and CO2 should ultimately be borne by the users of these networks. Effective network planning is essential to prevent excessive, costly investments. Network tariffs and connection charges must be designed in a way that does not compromise consumer competitiveness.

We thank the European Commission for the opportunity to contribute to this important consultation on the future of EU grids. This submission emphasizes four interconnected priorities for the successful implementation of the EU Grids Package: long-term strategic planning, improved planning tools and interoperability, the integration of new technologies, and streamlined permitting.

Achieving the EUs 2030 and 2050 climate and energy targets, while safeguarding affordability and security of supply, requires a fully integrated infrastructure strategy one that brings together electricity, renewable and low-carbon gases, as well as CO capture, transport, utilisation, and storage.

Europes electricity grid is rapidly evolving with the growth of inverter-based resources like solar, wind and batteries. These technologies behave differently from conventional generators, introducing more variability and increasing the need for flexibility and system capabilities like inertia and voltage support.

The current regulatory framework acknowledges the importance of flexibility and has initiated some progress, it remains insufficient to fully address the complexity and urgency of flexibility needs in network planning and development. A more robust and coordinated approach is required.

Research and innovation will be instrumental to succeed with European electrification. Systems must be developed to ensure the highest possible utilization , availability and safe operation of both the aging and future European transmission and distribution grids.

A Grid Deal is essential to complete the energy transition. Cepi represents the European pulp and paper industry and gathers, through its 19 member countries, almost 850 pulp, paper and board mills of which some 140 biorefineries across Europe, directly employing about 175,000 people to reach 95 billion turnover in Europe in 2024. Currently, it is estimated that the pulp and paper industry invests over 5 billion annually, primarily in clean energy solutions.

The EU must enable a stable, attractive and forward-looking framework to promote network investment to address the challenges of competitiveness and energy transition, which involve estimated investments of 730 billion in distribution grids and 477 billion in transmission grids before 2040.

On behalf of the authors of the study, Dr. Fabian Präger, Prof. Dr. Claudia Kemfert, and Prof. Dr. Christian von Hirschhausen, I submit this feedback to the ongoing consultation: The EU faces critical decisions on energy infrastructure planning and deployment to meet its climate goals, aiming for a 55% emissions reduction by 2030 and net-zero by 2050.

Poland's grid infrastructure faces challenges requiring targeted EU policy reforms and support: 40% of infrastructure exceeds 40 years, 40 bln EUR is needed by 2040 for modernization with approx. 875,861 kilometers of power lines while integrating 82 GW of renewable capacity by 2030a dual transformation creating compound investment needs that current EU mechanisms inadequately address eg.

The Grid Package should strengthen the role of the European institutions and provide robust procedures to implement most beneficial investments for Europe, overcome fragmented national regulations and provide strong tools to balance the interests of the impacted member states. We are a private initiative to identify and develop the most needed cross border electricity interconnectors in Europe.

General Focus on Cross-Border Integration The document places strong emphasis on cross-border energy infrastructure, particularly through instruments like the TEN-E Regulation and Projects of Common Interest (PCIs). This is relevant for mainland and interconnected systems, but not necessarily for island grids like Cyprus, which have no physical interconnectors to other countries.

Optimizing grid expansion under security conditions and uncertainty is perfectly possible but complex both on transmission, distribution and in between (meshed MV grids). We have the needed technology and IP, but we need targeted Horizon project to demonstrate. Consider this affects the business model of utilities and that buy in will be essential.

About the Clean Industrial Deal, Industrial Decarbonisation Accelerator Act, REPowerEU and the European Green Deal. We mean that our company have the best solution to all this. Our suggestions are as follows: Our new energy solutions can double the clean electricity production in the EU and because of that, also electrify all the production plants for Cement, Industry, Oil, Gas and others.
