The housing challenge in Europe is often framed as a supply shortage; however, the core constraint lies in how housing is delivered. Conventional construction methods remain fragmented, labour-intensive, and largely project-based, limiting the ability to produce housing at the required scale and speed. Addressing affordability therefore requires not only building more, but building differently.

- According to the Fundamental Rights Agency, 33% of Roma in Europe live without indoor toilet, 25% with damp/rot, 82% in overcrowded housing, and 24% experience discrimination in access to housing. - Housing markets are racialised, with antigypsyism shaping access to rental, ownership, and public housing. Discrimination by landlords and authorities limits effectiveness of supply-side measures.

In the Basque Country, the very strong development of furnished tourist accommodation in recent years has aggravated the housing crisis in the area. Between 2016 and 2020, the number of active ads increased from just over 7000 active ads to over 16000, an increase of 130 %.

I am writing to contribute to the European Commissions consultation from the perspective of a holiday rental operator based in Playa Blanca, Lanzarote. Our company, Villas Now Ltd, specialises in privately owned holiday homes and works closely with individual property owners. What is often overlooked in this debate is the scale of economic activity generated by this model at a local level.

As the representative body of the architectural profession in Europe, the Architects' Council of Europe (ACE) stresses that architects are essential partners in delivering housing that is affordable, inclusive, sustainable, and of high quality. While the housing crisis is aggravated by STRs, notably in Paris, we believe that residential housing stock in our cities must serve in the first place to accommodate our citizens. Furthermore, housing markets are by definition locally very specific, and therefore the policy response needs to be locally specific too. The EEB welcomes the initiative to provide a framework for local authorities to guide possible restrictions on STRs by clearly outlining which legal principles, rights and obligations are relevant in this context and establishing greater legal certainty. In todays housing crisis, the discussion around affordable cannot be decoupled from energy efficiency. Caritas Europa contribution: Housing is a fundamental human right and a cornerstone of human dignity. While housing remains primarily a Member State competence, the EU plays a crucial role to play in supporting and coordinating action.

In this legislative context it is particularly important to establish a level playing field between short-term rental operators and traditional accommodation providers. Hotels are already subject to a wide range of national regulations, particularly regarding taxes, working conditions, security and safety, consumer protection, and guest registration.

Housing markets in the EU, as well as in individual regions, cities and municipalities, are diverse and have different specificities and challenges. For this reason, and in line with the principle of subsidiarity, responsibility for housing can continue to lie only at national level and at the implementation levels in the respective Member States.

The objective of improving housing affordability across the European Union is legitimate and necessary. In areas under genuine housing pressure, public authorities should have the tools to protect access to primary housing for residents, workers, and families. However, any future EU framework concerning short-term rentals must be evidence-based, proportionate, territorially sensitive, and clearly differentiated.

From my experience, holiday homes are a legitimate way to supplement income and participate in tourism without being a large enterprise. In addition, they directly benefit the local economy, as visitors consume in shops, restaurants and surrounding activities.

Local authorities i. e. the municipalities, cities, counties and districts in Bavaria and Baden-Württemberg are key players in establishing framework conditions for the supply of residential housing at the local level. They know the local conditions, challenges and needs and shape their own development. Urban development and the creation of housing are competences of the local authorities.

In Brussels, as in many other European cities, the lack of affordable housing is extremely worrying. The Brussels region has around 10 % public housing, of which only 7 % is social housing. 9 out of 10 tenants are housed on the private market (at market price), while one third of the Brussels population lives below the at-risk-of-poverty threshold.

According to Build Europes feedback (attached), Europes housing problem is not primarily a market failure, but a supply problem. Across Member States, housing is not being delivered at the scale needed, largely because of structural constraints. These include complex and slow permitting, limited land availability, regulatory uncertainty, rising construction costs, financing constraints, and taxation.

The European Association of Public Banks and Funding Agencies (EAPB) represents national and regional promotional banks across the EU. Our members design and deliver concessional lending for affordable housing, channel EU and national grants, and bring together public and private capital. This response is based on the direct operational experience of members active in the financing of affordable housing.

A city with a population of around 20000 people. It has long been demonstrated that it is necessary to have housing for the most vulnerable directly created by the city and owned by the city, which translates to 5 % in our region – meaning that at least 5 % of our city’s population needs to have affordable, privileged housing.

Under my view, proportionality should be taken into consideration when regulating STRs. Both the Advocate Generals Opinion in the Smartflats case (C-813/24) and the judgment in the Cali Apartments case (C-724/18) support a balanced and proportionate approach.

From a tenant perspective, the deterioration of housing affordability is a structural problem that is most acute in major cities and highdemand areas. Housing stress manifests itself in rising rents, increasing housing cost burdens, long waiting times for affordable housing, and the shrinking supply of longterm rental homes due to nonprimary use of housing, in particular shortterm rentals.

Holiday rentals play an important part in sustaining tourism in the Canary Islands. Hotel chains, especially all inclusive, do not support the restaurants, bars and shops in the same way as holiday rentals because tourists stay in the hotel and do not spend their money in the high streets or sea front establishments.

The housing problem stems from the lack of public policies. Holiday housing generates local wealth (not only for homeowners). We are small homeowners who, with great effort and depriving us of many things and even paying the mortgage, have a tourist home as a means of living. We are not large holders or investment funds. In Spain, it accounts for only a very small percentage of the housing stock.

The hotel lobby is required to provide accommodation for your staff. This is why more hotels will be authorised in Europe if there is a lack of housing. Short-term rental properties contribute positively to local economies by distributing tourism income across restaurants, shops, cultural venues, and small businesses, not only to property owners.

Provivienda is a Spanish non-profit organisation with over 35 years of experience in housing policy advocacy, social housing intermediation and the defence of the right to adequate housing. We work closely with national and regional administrations, local governments, and European networks to promote evidence-based housing policies. We welcome the Commissions initiative on the Affordable Housing Act.

Ireland has a most disfunctional housng infrastructure with over 90% people living in houses rather than apartments. Since 1990 Gov policy has placed homeless people in tourism beds ( fron BnB to hostels and hotels and more rencently in Self-Catering, putpose built in 1990s). From the perspective of Haus & Grund Germany, any European initiative in the field of housing policy must be approached with great caution and strict respect for the principle of subsidiarity. Housing markets are inherently local and highly heterogeneous. Even within a single Member State, housing conditions differ significantly between regions, cities and municipalities.

Fire Safe Europe welcomes the European Commissions initiative to advance the European Affordable Housing Plan and the forthcoming Housing Simplification Package. We strongly support efforts to accelerate housing delivery and improve affordability, provided that these objectives are pursued alongside the preservation of essential safety standards.

The EU has no competence in housing construction, building law, housing promotion and short-term rentals. There can therefore be no EU action here in compliance with the principle of subsidiarity. In particular, it is to be rejected that, in addition to the provisions of Regulation (EU) 2024/1028 establishing uniform data structures, the EU adopts substantive rules on short-term rentals and tight housing markets.

In October 2023, Portugal suspended new short-term rental licences in pressure areas including central Lisbon and Porto (Decreto-Lei 56/2023, "Mais Habitacao"). It was one of the most aggressive STR restrictions in Europe. Rents did not fall. According to INE and Confidencial Imobiliario data, residential rents in Lisbon continued rising through 2024.

Affordable housing cannot be converted to be used for short-term rentals. In principle, there are legal possibilities for this in Germany, such as rules on misuse, and rules on use are also possible in the development plan. But a subsequent change is complicated and time-consuming. In urban areas, which are predominantly used for housing, it must be possible to exclude short-term rentals.

Tyndall National Institute coordinates and has participated in EU-funded Innovation Actions on energy renovation of residential buildings (DigiFab, Herit4Ages, RECO2ST), and in Coordination and Support Actions to improve residential energy renovation services from one-stop-shops and bring them closer to EU citizens (BUSHROSS, UPSTAIRS).

The Affordable Housing Act should act as a practical framework for Member States, regions, and cities facing urgent local housing pressures. I believe its primary benefit should be a place-based, multi-indicator approach for identifying areas under housing stress, using publicly available data and meaningful local housing-market geographies rather than relying solely on national averages.

This contribution reflects the perspective of a Swedish local authority working with working with housing and homelessness from a social services perspective. The City of Gothenburg is one of the larger cities in Sweden and part of a growing metropolitan region.

The housing affordability crisis in the European Union has reached a critical level and now represents one of the most urgent social challenges facing European societies. Across many European cities, housing prices and rents have increased dramatically over the past decade, far outpacing wage growth and creating severe barriers to access to housing.

Home ownership and renting are tied to two market mechanisms to generate profits from the housing market: profits from rents and profits from property speculation. In a tight market, this is driving up housing costs sharply.

The crisis in access to housing in many European countries is due not only to a lack of land or financing difficulties, but also to the progressive increase in housing production costs resulting from the accumulation of technical, urban planning and construction requirements.
