Facility Management is an essential job function. As buildings across the EU work to reopen in a safe and sustainable way, effective facility management is a low cost immediate solution to reduce dependence on foreign energy sources and achieve designed-for-performance.
Feedback from Ance — Associazione Nazionale Costruttori Edili Ance supports the importance of taking action on buildings to reduce energy consumption and reduce CO2 emissions to zero. Therefore, the revision of the Directive is also a useful tool to help achieve the climate objectives set, but cannot be the only instrument to be used for the decarbonisation of buildings and buildings planned for 2050.

Saint-Gobain welcomes the 2021 EPBD revision proposal as a much needed cornerstone to articulate a solid decarbonisation path by 2030 towards a highly efficient, climate neutral building stock by 2050. A number of elements however need to be substantially enhanced to secure a tangible progress in the energy performance of both new and existing buildings by 2030, in line with the 2050 EU ambition.
Energy storage solutions are paramount for achieving the goals set by the European Commission in the revised directive, as key enablers of energy efficiency and grid flexibility. Furthermore, the ambitious targets for the deployment of private charging infrastructure will increasingly require the deployment of energy storage solutions.

Solar Heat Europe strongly supports the EU institutions’ objective of decarbonising Europe’s building stock, especially in a time where energy is used as a geopolitical weapon. Given that heat is half of the energy we consume, decarbonising buildings must start by decarbonising heating and cooling.
The building sector is one of the hardest to abate. Firstly, the large variety of technical, social, societal issues, and high financial impacts, make it a very sensitive topic for our citizens, and requires a building-to-building approach, with no silver bullet.

EDF fully supports the EPBD revision. This is an opportunity to ensure that the EPBD is fully aligned with Green Deal climate objectives and coherent with other legislations. Taking into account the target of at least -55% of GHG emission reduction by 2030, a full decarbonised building stock has to be the primary target : this proposal goes into the right direction.

Although the signatories of this document are firmly convinced of the need to reduce the environmental burden of existing buildings, there are three aspects in the current draft amendment of the EU 31: 20102 that are worth highlighting as discussed in this feedback.
AIOTI welcomes the European Commission’s efforts to address the critical need to improve the energy performance of Europe’s building stock. With a contribution of 36% to the EU CO2 emissions from building operations, mainly from the generation of energy, it is evident that decarbonization of energy generation is of highest priority and reducing unnecessary energy consumption a quick first win.
First, the Villaowners Riksförbundet (the Association) considers that the revision of the Energy Performance of Buildings Directive presented by the Commission is hardly a mere revision. The Bioenergy Association of Finland sees energy efficiency as paramount for the resilience of the European energy system. Building sector is very versatile spanning from urban public buildings to rural residential buildings. Therefore, it is crucial to find efficiency solutions to serve all building types.
In December 2020, the EU agreed to reduce greenhouse gas emissions by 55 % in 2030. As buildings use 40 % of energy and produce 36 % of greenhouse gasses in Europe, an earlier targeted review of the Energy Performance of Buildings Directive (EPBD) is needed to achieve those objectives.
The Regulatory Assistance Project welcomes the opportunity to provide feedback on the changes to the EPBD. The introduction of MEPS is essential to kickstart renovation, but the design has several flaws. Targeting homes with EPC labels of G and F, combined with the proposed EPC reforms, would address 15-30% of the stock by 2030. The upper end of this range, 30%, is an appropriate and achievable ambition.
During the public consultation procedure on "Energy efficiency: Review of the Energy Performance of Buildings Directive ", Confemetal attached our Association’s position paper, hoping that our contributions and comments will be taken into account in the revision of the Directive that is finally adopted.

Improvements in energy efficiency of the building stock play an important role in the green transition and decarbonisation in the EU. There is a need to promote energy improvements of existing homes and ensure that new homes are suffi-ciently energy efficient. We generally support measures and initiatives that con-tribute to cost-effective energy efficiency and reduce emissions from buildings.
European DataWarehouse (EDW) has extensive expertise in data gathering, validating, standardisation and quality restitution -for both financial and non-financial data-, as well as in operating a European Union (EU) central database with appropriate human and IT resources under EU supervision.
AFLRA considers the proposal for a directive to be too detailed, not respecting subsidiarity, entailing undue costs for the energy transition for both property owners and the economy at large. It includes unrealistic, unpractical and costly demands to upgrade entire classes of buildings in a very limited time-frame.
FIEC is the European Construction Industry Federation, which through its 32 national member associations in 27 countries (24 EU countries, Norway, Switzerland and Ukraine) represents construction companies of all sizes, i.e. small and medium-sized enterprises and "global players", carrying out all forms of building and civil engineering activities. GENERAL COMMENTS • Reducing emissions in buildings should be carried out in the most cost-effective and technically feasible way possible, without excessive socio-economic burden. It should be ensured that the process of buildings’ renovation takes into account the needs and interests of groups vulnerable to energy poverty, each Member State’s (MS) development level as well as existing infrastructure.

The intrinsic principle of the EPBD is to demand minimum energy efficiency requirements for buildings and advocate for transparency through certification and energy classification while providing recommendations to improve performance. OA considers the assumptions of the proposal for the EPBD revision to be appropriate, but its strategies can be improved and must be adjusted to each MS, upon transposition.

The European Cyclists’ Federation (ECF) fully supports the European Commission’s proposal to give cycling a much stronger role in the recast of the Energy Performance of Buildings Directive. Cycling is the most-energy efficient mode of transport, and providing easily accessible and secure parking infrastructure is just as critical for its regular use as charging infrastructure is for electric cars.

Achieving the target on CO2 emission reduction of at least 55% by 2030 as proposed by the European Commission , will require drastic cuts in buildings’ energy consumption and related emissions. The flat glass sector will play a key role in reaching a zero-emission building stock: up to 37% of the total buildings’ energy consumption can be saved in 2050 thanks to high-performance glazing products .
CEFACD as the voice of the local space heating (LSH) industry welcomes the European Commission’s ambition to achieve a zero-emission building stock by 2050. LSH can support this ambitious target by increasing renewable energy use in heating, especially for vulnerable consumers. LSH are both affordable and user-friendly devices, which can be easily installed in peoples’ homes.
Concerning primary energy factors: Although the use of coefficients could be justified from the point of view of the whole, it is questionable as a result of their numerical value in terms of improving the energy efficiency of buildings. The structural energy efficiency of the individual building itself is not affected by the weighting factor.

Helen supports the European Union’s goal to reduce CO2-emissions -55 % by 2030 and sees that the energy efficiency in the buildings acts the important role to achieve the carbon neutrality. Nevertheless, Helen considers the Commission’s proposals to the legislation of heating sector.

Housing cost neutrality (entailing rents, energy costs and local taxes) should be the main principle of the EPBD. As renovation costs can be passed on to the tenants in most EU Member States, renovation often contributes to the displacement of residents and the gentrification of entire quarters. Affordability in renovation means that rent increases are fully balanced by energy-savings.
ANEC recognises some improvements have been made in the EC proposal for revision of the Energy Performance Directive COM(2021)802 compared to the current text. However, there are still several points where we believe more ambition is required to effectively boost renovation of buildings in the EU, lower CO2 emissions and achieve more energy savings.

For a “Fit for 55” EPBD recast The proposed EPBD recast is a steppingstone for buildings’ decarbonisation and European Copper Institute (ECI) recommends considering several improvements to grasp the full potential.
With the proposal for the Energy Performance of Buildings Directive (EPBD), the Commission is setting policy measures to accelerate the renovation rate of buildings and to achieve the vision of a zero-emission building stock by 2050.
The EC envisages the introduction of zero-emission buildings for new buildings from 2030 onwards, while the NZEB should continue to be the standard by 2030. In order to achieve this, the EC foresees the connection to district heating systems, the switch to biomass heating and its All-Electric strategy for the installation of heat pumps as renewable heating systems.

ES-SO welcomes this Recast which is necessary to reach the European Union’s increased climate ambition, as only 10% of EU buildings are part of the energy performance certificate class A and B, whereas almost 75% of class D and E. Habitat for Humanity Hungary (HfHH) welcomes the opportunity to provide feedback on the Inception Impact Assessment of upcoming revisions to the Energy Performance of Buildings Directive. HfHH aims to see everyone live in decent housing that allows them to live a healthy and active life.
The Environmental Coalition on Standards (ECOS) welcomes the expedient revision of the Energy Performance of Buildings Directive (EPBD) and sees it as a major opportunity to effectively drive improvements to the sustainability of buildings in Europe and deliver a major contribution to the EU ‘Fit for 55’ for 2030, and beyond to 2050.
Only energy from renewable sources should be the energy driver of any public or private building, house, installation, storage, etc., in an EU committed to mitigating climate change, but together with this, urban birth adapted to the design of any building would also have to be an option to take into account in the energy performance of any building.
