Aluminium is a critical and strategic raw material for the EU's green transition under the Critical Raw Materials Act and Net-Zero Industry Act. It is a core component of applications like renewable energy technologies, batteries, transmission cables, renewable grids, and electricity systems. Thus, a competitive European aluminium industry is crucial for achieving a 2030 electrification target of 33% in 2030.

1. Addressing high and volatile electricity prices and costs As highly electro-intensive, price-taking businesses exposed to fierce global competition, the NFM industry is facing an existential crisis due to soaring electricity prices, still 2-3 times higher in Europe than in the US.

Despite significant progress in making electricity cleaner and more efficient, its share of final energy consumption has grown by less than 3% over the past two decades. This slow uptake is consistent across sectors and countries, underscoring the need for coordinated, strategic action to fully realise electrification as a cornerstone of a sustainable European energy system.

We agree with the European Commissions general diagnosis that increasing the share of electricity in overall energy consumption is necessary to achieve deep decarbonisation. However, it is not sufficient. If overall energy use increases, or if electricity generation does not decarbonise rapidly, then electrification may fail its decarbonisation role.

Submission to the Call for Evidence on the Electrification Action Plan on behalf of ZOE Institute for Future-Fit Economies Industrial electrification is essential to achieving the EUs climate and decarbonisation objectives and to securing long-term industrial competitiveness. Yet current investment flows remain misaligned with this goal.

GRDF welcomes the EC call to identify solutions for an affordable electrification. This will happen if renewable electricity use does not result in much higher energy bills, neither on energy supply nor on energy infrastructures components. Fortunately, renewable electricity, when abundant, goes with low prices, as shown by the increasing number of hours with near-zero prices.

As coordinators of the Clean energy for EU islands secretariat's consortium, we welcome this Call for evidence and would like to use the opportunity to provide a contribution around the importance of scheduling specific actions dedicated to islands in the framework of the Electrification Action Plan. EPB Center is providing stakeholders with technical support for the implementation and information on the CEN/ISO set of Energy Performance of Building standards at national and regional levels. EPB Center is a spin-off of REHVA, the Federation of European Heating, Ventilation and Air Conditioning Associations (HVAC) representing over 120,000 HVAC professionals across 24 European countries.

Direct electrification technologies expected to be available by 2035 could meet 90 percent of the energy demand not yet electrified by European industry. This amounts to 1 860 TWh of fuel demand, with gas accounting for 35%. In contrast, in 2019, electricity accounted for just 4% of industrial heat demand in the EU.

Electrifying Europe's economy is fundamental to achieving the EU's core strategic goals of greater energy independence and increased competitiveness. However, electrifying Europe's energy system will require a coordinated effort between all Member States.

The publication of the EUs Electrification Action Plan, together with the Heating and Cooling Strategy and the Citizens Energy Package, is a key political moment to ensure the energy transition delivers real tangible benefits for citizens and industry in Europe.

Electrification is one of the most powerful tools at the EUs disposal to reach its decarbonisation objectives. However, electrification in the EU has stagnated in the last decade. Nuclear, which remains the largest single source of decarbonised electricity, is ready to contribute towards driving forward electrification.

The Regulatory Assistance Project would like to submit one recent study on rebalancing energy prices. It contains examples of how to lower energy prices for residential heating and may be useful for the Commission in promoting such strategies in line with the objective from the Action Plan for Affordable Energy to lower taxation of electricity and remove non-energy cost components from electricity bills.

The Cool Heating Coalition, the civil society voice on heating and cooling (H&C), sees accelerated electrification as the best path towards a prosperous, competitive and resilient Europe. To reach Europes emissions targets under the Paris Agreement, at least 60% of the energy used in buildings must be electrified by 2040. Accelerating the transition to clean, renewable electricity in the H&C sector will lead to: 1.

Electrification is central to Europes competitiveness, addressing the energy trilemma of affordability, security and sustainability. Replacing imported fossil fuels with homegrown clean electricity can shield EU industry from volatile costs and boost competitiveness. The Dutch dairy industry places a high priority on making its production processes more sustainable and is actively implementing projects to reduce CO emissions in its factories. Electrification of dairy industrial processes plays a key role in this transition.

To achieve climate neutrality, the EU energy system must be progressively electrified. While it is widely accepted that electrification increases energy efficiency, the role of energy efficiency in accelerating and lowering the costs of electrification is often overlooked.

BV Glas welcomes the possibility of participating in the European Commission’s Call for Evidence on the Electrification Action Plan. Electrification is the key lever for decarbonisation for the glass industry and can almost completely avoid emissions when using zero-carbon electricity.

SMEunited supports the European Commissions ongoing efforts to effectively address barriers to accelerating a gradual, cost-efficient and SME-friendly electrification, that keeps system costs and consumer bills down.

For residential buildings, cost-effective generation (and intermediate storage) of distributed (solar) electricity must be ensured. In particular, in the case of installations up to 100kWp, support or direct economic marketing must be guaranteed. In addition, it must also be economically possible to market flexibilities for smaller generation units below 100kWp or pools thereof.

ECGA welcomes the European Commissions initiative to develop an Electrification Action Plan. As one of Europes most electricity-intensive sectors, carbon and graphite production depends on stable, affordable and predictable access to low-carbon power. Without this, investment in decarbonisation and competitiveness in Europe is at risk.

Europes electrification is being held back not by a lack of renewable generation, but by the lack of affordable, predictable clean electricity products that deliver this power to consumers when they need it most. The solution is to align clean supply with demand through market instruments that deliver electricity when its needed - such as long-term, firmed PPAs combining renewables, storage, and flexibility.

The European Biogas Association (EBA) welcomes the Electrification Action Plan and its ambition to accelerate cost-effective, system-integrated electrification across sectors. EBA agrees with the Commissions assessment that barriers to electrification must be addressed, but we stress that the success of this initiative depends on integrating electrification with other renewable energy solutions.

The European Dairy Association welcomes the opportunity to contribute to this initiative and supports the European Commissions objective of addressing the stagnant share of electricity in energy consumption, which is slowing down both decarbonisation and the optimal use of increasing intermittent renewable electricity.

As property owners, we represent a key sector that both consumes and enables electrification through buildings. Recommendations for EU Electrification Action Plan Accelerating cost-effective electrification in coal-dependent regions such as those in Poland requires coordinated infrastructure development. Poland's electrification faces barriers requiring targeted EU policy reforms: aging grid infrastructure (40% exceeds 40 years), 40 billion modernization needs by 2040, and integration of 82 GW renewable capacity by 2030.
