The EU’s energy security architecture has identified a number of shortcomings. First, it is divided by sector and, second, as emerged during the energy crisis caused by Russia’s full-scale invasion of Ukraine, there are some gaps.

However, a successful and secured energy transition requires an effective and affordable policy framework that safeguards the industry's competitiveness and supports the decarbonisation of production processes.

Europes ports are instrumental in ensuring energy security and stepping up Europes energy independence and are a crucial partner in the energy transition. Energy security is key for EU sovereignty in a new turbulent world characterized by new threats (geopolitical instability), changes in the energy system (growing integration of variable RES and electrification) and urgent challenges (climate change). An appropriate regulatory framework must support a decarbonised, resilient, and electrified energy system.

Heat pumps play a pivotal role in enhancing Europes energy security by harnessing natural energy from the air, ground, or water, requiring only a small amount of driving electricity. Their deployment reduces Europes reliance on fossil gas imports for heating and cooling across residential, commercial, and industrial settings.

1. Europe’s self-reliance must prioritise its own security of supply. We cannot rely on new dependencies on partners such as the US or Canada. The ultimate goal remains to fully replace Russian energy imports and minimise the risk of political instrumentalisation by other suppliers. Massive energy imports also undermine the EU’s climate objectives, which can only be achieved with indigenous renewable energy sources.

The Green Tank welcomes the Commission's initiative to revise the EU Energy Security Framework. The revision comes at a critical moment. Following the 2022 energy crisis, the EU advanced key initiatives such as REPowerEU, the Gas Demand Reduction Regulation, and higher renewable energy ambitions under the revised Renewable Energy Directive under Fit for 55 package.

We appreciate the Commissions efforts to reassess the EUs energy security framework. While the current EU SoS architecture functions relatively well, the rapid evolution of the energy sector presents growing challenges, especially in ensuring that mechanisms remain effective and practical for crisis management.

Gas Transmission System Operator GAZ-SYSTEM S.A. (hereafter GAZ-SYSTEM) welcomes the opportunity to express its views in the public consultation on the revision of EU energy security framework. The Polish electricity generation mix, although still dominated by solid fossil fuels, is gradually undergoing transformation, with a rising share of renewable and low-emission energy sources.

France Hydro Électricité (FHE), representing all French hydro-electricity producers, considers that the revision of the European energy security framework is a major opportunity to strengthen the resilience of the European electricity system against multiple cyber, physical and climate threats. But this resilience cannot be achieved without recognising the specific and irreplaceable role of hydropower.

The Polish Electricity Association (PKEE) recognises the strategic importance of revising the EUs energy security framework in light of evolving geopolitical risks, accelerating electrification, and energy transition challenges. A robust framework must balance decarbonisation and competitiveness with secure, stable, and affordable energy supply.

We agree with the approach proposed by the Commission and acknowledge the importance of updating the legislative framework with the lessons learnt in the recent years. However, the revision should not add to the already existing administrative burden for the Member States, but enhance flexibility and clarity.

As coordinators of the Clean energy for EU islands secretariat's consortium, we welcome this Call for evidence and would like to use the opportunity to provide a contribution around the importance of scheduling specific actions dedicated to islands in the revision of the EU energy security framework. European energy policy is based on three pillars: decarbonisation, security of supply and competitive energy cost research. Mr LUPRIGAZ notes that these three objectives have never been prioritised, even though the Commission seemed to favour the fight against global warming.
