The Czech gas association is of the opinion that the Regulation should promote the use of renewable fuels and synthetic fuels in line with the Fit for 55 legislations, specifically the Renewable Energy Directive (RED) and REPowerEU. Both RED and REPowerEU promote and set targets for the use of advanced biofuels and biomethane.
The European Commission proposal for a revised Regulation Setting CO2 Emission Performance Standards for new heavy-duty vehicles in the EU seeks to curb the segments emission, however, as it focuses solely on reducing CO2 emissions at the tailpipe, the proposal does not provide for an open and level playing field among technologies, tending to favor a limited number of solutions, regardless of their total footprint.

Attending the possibility to participate in this proposal regulation whose objective is the progressive emissions reduction in trailers and semitrailers in combination with the tractor. We see the target reduction of 15% is too ambitious from our point of view as a manufacturer, when the VECTO software don´t cover all the possibilities in order to reduce this emissions level.
Focusing solely on electrification or hydrogen to achieve carbon neutrality dici 2050 would result in a sharp halt to the development of promising sectors such as biofuels. Many players in the oil sector are investing heavily in developing the production capacity of this sector, for the past 10 years already in location for the development of BioGNV, which has become exponential in recent months.

The Bioenergy Association of Finland welcomes the revision of the CO standards for HDVs in line with the Fit for 55 objectives and believes that a recognition of all CO emission reduction pathways along the entire value chain is critical. Decarbonisation is an immediate challenge and all options that can have a rapid impact need to be enabled.
Neste supports the European Commissions drive towards a carbon neutral transport sector promoting ambitious CO2 emissions targets. However, regarding emission standards for Heavy Duty Vehicles, Neste regrets that the Commission misses the important opportunity to allow sustainable renewable and low-carbon fuels such as biofuels, biogas and e-fuels to accelerate climate policies.
Heavy goods vehicles with a weight of more than 3.5 tonnes carrying goods and passengers are responsible for 28 % of CO2 emissions from road transport in Europe, although they account for only 2 % of vehicles travelling on the road. Their share of road transport emissions will increase unless EU regulation is tightened up in the same way as for passenger cars.

The proposed CO Regulation for Heavy-Duty Vehicles should recognise the decarbonisation potential of sustainable and renewable fuels, through mechanisms (e.g. Carbon Correction Factor, CCF) reflecting the carbon intensity and the share of CO2 Neutral Fuels.

VDA welcomes the opportunity to contribute comments on the proposed revision of Regulation (EU) 2019/1242 for CO2 standards of HDV. German heavy-duty vehicle manufacturers and suppliers are strongly committed to rapidly reducing CO2 emissions in the public passenger and road freight transport sector and to making newly registered commercial vehicles fossil-free by 2040.
In relation to the proposal on CO2 emissions for new heavy-duty vehicles, from Repsol, we welcome the revision of the regulation as a fundamental tool for the decarbonization of the transport sector. In Soria, road transport is the only option available to undertakings that need to transport their products, as there are no rail freight connections in the province. This contrasts with other areas where multimodal transport options are available. In addition, plans for future rail networks, such as the Mediterranean Corridor and the Atlantic Corridor, do not include the province of Soria.

Feedback on the commission proposal amending Regulation (EU) 2019/1242 as regards strengthening the CO emission performance standards for new heavy-duty vehicles and integrating reporting obligations, and repealing Regulation (EU) 2018/956 by NABU NABU (Nature and Biodiversity Conservation Union) is the biggest environmental NGO in Germany with more than 900.000 members and supporters.
In 2019, the European Union set CO2 reduction standards for heavy-duty vehicles. These standards require manufacturers to reduce the average fleet emissions of new vehicles in certain regulated vehicle groups by 15% (by 2025) and 30% (by 2030), compared to a 2019/2020 baseline.
AECC, the Association for Emissions Control by Catalyst, welcomes the proposal to amend the Regulation (EU) 2019/1242 as regards to reviewing the CO2 emission performance standards for new heavy-duty vehicles. AECC is fully committed to the climate objectives of the EU aiming to achieve a 90% reduction in transport-related greenhouse gas emissions by 2050, as laid out in the European Green Deal.

Forest industries are one of the biggest freighters in Finland transporting annually over 80 million tons of raw-wood and products within Finland. Wood is collected from forests and terminals all around Finland and transported by rail, road and inland waterways to the factories.

UPEI and FETSA fully support the decarbonisation goals behind the Commissions Proposal to revise the CO2 emission performance standards of new HDVs. As representatives of the distribution and storage sectors, we want to emphasise the need to enable all sustainable options that can positively contribute to decarbonisation, and to reducing the EUs energy dependency as quickly as possible.
ePURE, the European renewable ethanol producers association, supports the Commissions aim to revise the CO2 emissions standards for heavy-duty vehicles, and to strengthen CO2 emissions reduction targets in line with the EUs 2030 overall GHG emission target of at least -55% and with the climate neutrality objective for 2050.
Cash in Transit (CIT) armoured vehicles should be considered as special purpose vehicles under Regulation 2018/858/EU and be exempted of CO2 targets under the draft Regulation amending Regulation (EU) 2019/1242 strengthening CO emission performance standards for new heavy-duty vehicles. Emission targets should not interfere with security regulations impacting on health and safety of crews of CIT vehicles.

Since 2015, RATP has initiated a massive energy transition aiming at turning all its bus operations in Paris area into low-emission operations from a well to wheel perspective , on behalf of the local public authority Ile-De-France Mobilités (IDFM).
The European Clean Trucking Alliance (ECTA) sees the regulation on CO2 standards for HDVs as the most important tool to drive the transformation of the sector towards zero-emission trucks. The ambition of the revision will determine whether and how Europe will advance the global race to zero-emission trucking.
A CO 2 target of -90% might seem close enough to full decarbonisation at first sight. But due to a number of shortcomings, the proposal would only reduce emissions from HDVs by 56% until 2050 (against 1990 levels). This both fails the EUs climate ambitions and Europes chance to retain its industrial leadership of the sector.

As a manufacturer of semi trailers we are totally inline with the goal of reduction of CO² as an important goal for the transport section. Since trailers have NO (zero) emissions this directive completely invents a imaginary CO² footprint for trailers. This has several very problematic outcomes: 1. Trailer builders have very limited impact on the VECTO-based results.

FEV supports stringent CO2 reduction targets for Heavy Duty Vehicles (HDV) to contribute to the objective of the EU to reduce its overall CO2 emissions. New HDV with an improved CO2 footprint will enter the market, however studies show that the average age of HDV is between 4 and 21 years, averaging on 12,4 years, which means, most of the fleet running in 2030 is already sold.

We would welcome a revision of the CO2 emission standards for heavy-duty vehicles to include alternatively fuelled vehicles that are zero-emission throughout the value chain. These fuels include, in addition to e-fuels, the alternatives already available today, Bio LNG and Bio CNG. In many other European countries, these are supported accordingly.

The European Copper Institute (ECI) welcomes the opportunity to comment on the Commission’s inception impact assessment on the Regulation setting CO2 emission standards for HDVs. One of the missions of the association is to promote the sustainable use of copper in electric vehicles.
We welcome the initiative to review current CO2 emission standards for heavy-duty vehicles and to set more ambitious emission reduction targets for such vehicles. We also want to stress that EU legislation, including CO2 emissions standards regulation, should be built around research-based well-to-wheel or life-cycle analysis on climate emissions.

From our point of view, the climate objectives set in mobility can only be considered together for cars and trucks. It is particularly in the case of heavy-duty vehicles that fuel consumption and thus CO2 emissions are high. Alternative fuels such as electricity and hydrogen can only replace a small part of fuel consumption from today’s perspective.

The European emissions control industry that AECC represents, welcomes the opportunity to comment on the call for evidence on Reducing carbon emissions – review of emission standards for heavy-duty vehicles. CO2 emissions should be regulated on a Well-to-Wheel basis as soon as possible and on a life-cycle basis in the long term.
IRU supports Europe’s climate ambition, and the objective of reaching net-zero emissions by 2050. IRU’s contribution aims to opt for a technology-neutral approach in the transition to decarbonise the heavy-duty sector. The European Union (EU) must reduce its road freight emissions while still delivering the technological and economic performance commercial road users require.

According to my point of view this regulation will be absolutely necessary. There is technically nothing which should prevent the implementation of CO2 reduced drive/powertrain designs. All is known and with the introduction of CO2 goals for the passenger vehicles the EU has already motivated heavily the design of low carbon ICEs and BEVs in this domain. This will be helpful for the truck industry as well.

According to my experience the OEM's can easily reach the set goals. No challenge at all at their side. When I look to the steps DAF and Scania have made last year my idea is that these steps can also be made by the other OEM's. OEM's were always very conservative in their approach and now pretend to be in the frontline but I am conviced they can do much better than this.
