The IRU Position Paper on Passenger Mobility is attached to this consultation. IRU welcomes the efforts of the European Commission to improve the travel experience of passengers by strengthening their rights across all modes of transport, including multimodal journeys and tourism packages.
IRU considers that the current provisions under Regulation (EU) No 181/2011 concerning the rights of passengers in bus and coach transport are proportionate and sufficient to ensure that the rights of passengers are protected.
The VAT system within the European coach sector is deeply fragmented, with huge variations in the way Member States treat these services applying a zero percent VAT rate, a low rate or, in some cases even a high rate (e.g. 0% in Estonia, 8% in Poland and 25% in Croatia).
IRU welcomes one of the specific objectives of the proposal which aims at reducing the administrative burden and costs by at least 25% for all parties involved in the implementation of the EU budget.
