26-01-2026 Reactie Natuur & Milieu op de herziening van de EU-regels voor overheidsopdrachten Natuur & Milieu onderstreept het belang van publiek aanbesteden als krachtig beleidsinstrument voor het realiseren van Europese duurzaamheiddoelstellingen. Uit de evaluatie van de huidige richtlijnen voor overheidsopdrachten blijkt echter dat duurzaam inkopen nog onvoldoende de standaard is.

Call for evidence & public consultation EU ETS Input Natuur & Milieu Dutch NGO Natuur & Milieu welcomes the opportunity to provide input for the review of the EU emissions trading system for maritime, aviation and stationary installations, and market stability reserve. Our input focusses on four subjects: aviation emissions, carbon leakage, carbon removals and nonpermanent carbon capture and use.

Response from Natuur & Milieu to the European Commissions Call for Evidence on Clean Corporate Cars and Trucks Natuur & Milieu strongly supports the Commissions initiative to accelerate the transition to zero-emission (ZE) corporate fleets, both cars and trucks.

The EU energy and climate framework towards 2030 has shown that clear direction, binding targets and coordinated European action deliver concrete results. In an increasingly uncertain geopolitical playing field, Europe needs to accelerate the phase-out of fossil fuels and the transition to a resilient, robust, efficient and fully renewables-based energy system.

Natuur & Milieu strongly supports setting the EU on a 1.5°C-consistent pathway. The climate crisis and current geopolitical reality require a high, binding, and inflexible 2040 reduction target, supported by a separate, transparent carbon removal target. This separation is essential to ensure that uncertainties around carbon removal do not delay the urgent emission reductions we need.

More ambitious CO2 standards In order to fully decarbonise the car fleet by 2050, the EU needs to agree on much more ambitious CO2 standards for 2025/30 and introduce other supporting legislation, i.e. on charging infrastructure and sustainable batteries. The IAA should analyse what strengthened targets for 2025-2030 are needed to achieve a fully decarbonised fleet by 2050.

Nature & Environment is positive about stimulating sustainable fuels for aviation. On, the introduction of a blending obligation has many hurdles, which requires careful policy development. In addition, we believe that this measure should form part of a broader package of measures, which include a hard target for reducing CO2 emissions from aviation.

We support the use of valuable raw materials like manure (animal or human) rather than chemical fertilizers in favor of a circular economy. We have, however, major concerns about the proposal of the European Commission to allow the application of RENURE above the threshold of 170 N/ha/year for animal manure. You can find our view in the supporting PDF document.

The CO2 standards for new heavy-duty vehicles (HDVs) are the most important legislation which regulates the climate emissions from new trucks and buses in Europe.To reduce the EU's greenhouse gas (GHG) emissions by at least 55% until 2030 and reach climate neutrality by 2050, HDVs need to be decarbonised. To achieve this, the sale of most conventional trucks and buses must be ended by 2035.

The 2014 Alternative Fuels Infrastructure Directive is not fit for purpose Emobility is at the core of decarbonising Europe’s transport, since all new cars and vans and most new trucks sold in early-2030s will have to be zero emission if Europe is to comply with the Paris Agreement.
