GRDF is the leader Distribution System Operator (DSO) in France, managing more than 200.000 km of distribution grid, serving more than 11 million households, companies and industrial customers. Sustainability is at the heart of our companys strategy: by 2050, we plan on reducing the gas distributed by two and entirely substitute fossil gas by green gases.

GRDF welcomes the inception impact assessment on the revision of Directive 2003/96/EC restructuring the Community framework for the taxation of energy products and electricity. We welcome the Commission’s objective to align energy taxation with the EU 2030 targets and climate neutrality by 2050 in the context of the European Green Deal.

GRDF welcomes the EC call to identify solutions for an affordable electrification. This will happen if renewable electricity use does not result in much higher energy bills, neither on energy supply nor on energy infrastructures components. Fortunately, renewable electricity, when abundant, goes with low prices, as shown by the increasing number of hours with near-zero prices.

GRDF, the largest French gas DSO, welcomes the ECs consultation on the heating and cooling strategy revision. Indeed, heating and cooling are good means to valorise available renewable electricity when greater than the specific demand. Nevertheless, balancing supply, demand and infrastructure capacity constraints make heating and cooling technically difficult and economically challenging to fully electrify.

GRDF welcomes the European Commission (EC) proposal for a new TEN-E Regulation (COM(2020)824). The proposal paves the way for the future role of gas infrastructures in the energy transition, moving from large natural gas pipelines to infrastructures enabling the development of renewable gases and contributing to energy system integration.

As the main Distribution Service Operator (DSO) in France, GRDF has been committed to mitigate methane emissions of French distribution network for years. Since 2020, GRDF has joined the voluntary initiative OGMP2.0 to improve its reporting process: in 2021, GRDF has been awarded the “Gold standard” by UNEP, rewarding the action plan already launched.

GRDF, Frances largest gas DSO, welcomes the post2030 Energy Efficiency Framework consultation. The transition away from fossil fuels requires a profound transformation of the energy system to achieve decarbonisation while preserving affordability and security of supply for all consumers. This represents a major societal shift that goes far beyond a simple replacement of fossil fuels with lowcarbon electricity.

GRDF, as a gas distributor engaged in the energy transition, is strongly committed to decarbonising the transport sector, including through an energy mix where each alternative fuel has a role to play, including biomethane (bioNGV). To achieve the greenhouse gas emission reduction targets set by the Green Deal, the European Commission must promote all technologies that can effectively decarbonise road transport.

Overall, it is aligned with our ambition to facilitate the development of renewable and low carbon gases and move forward with the energy transition. GRDF welcomes this review of these Ecodesign requirements and shares the objectives of decarbonisation and energy saving. Gradual improvement of the minimum energy performance required for heating equipment, and demand flexibility are key points for a fast and affordable transition.
