Many EU member states have recently been hit by water-related events as effects of climate change, such as either flash flooding or prolonged heat, causing droughts, wildfires, and extraordinarily low river levels. Europe shares its water and marine environments, and just as water is a transboundary resource, so are the challenges relating to its protection and management.

463 submissions from 431 organizations told the European Commission what they think about this file. Here is what each of them said, in their own words.
The Commission received 574 submissions on this file. Shown here: the 463 from organizations. Not shown: 106 from private individuals. Their submissions are personal data; the Commission publishes them under its own legal basis, and republishing them by name here would need one we do not have. Organizations act in a public capacity, so their positions are public record. Also not shown: 5 further submissions we do not publish for other reasons: no quotable text (a comment under 250 characters and no readable paper), no organization named, or a private person who filed under their own name. About this data →
Who showed up
202 submissions from industry (companies and their trade associations) against 99 from civil society: NGOs, consumer organizations, environmental groups and trade unions. That is 2.0 industry submissions for every one from civil society.
Groupings use the respondent type each organization selected when filing. Counting submissions, not organizations: a body that filed twice is counted twice. An identical text filed by several organizations counts once: 1 submission here repeats one text word for word and is folded into it.

Waste water reuse is often seen as an example of sustainable water use, but especially in Mediterranean climates, this is not the case. Reused water is often understood as a new water resource, but this is a conceptual error. Water abstracted from a river is used in a consuntive manner to a certain extent and the water not consumed is part of the returns returning back to the river.

Natural water in Israel includes many essential minerals, with magnesium levels reaching 30-40mg/l.

We are increasingly encountering quantitative and qualitative water problems. As a group of experts from the Baltic Sea Region, we are working on the possibilities of safe water recovery from urban wastewater. Water reclamation can be the answer to many local quantitative problems. However, it is necessary to popularize safe solutions for people and the environment. Guidelines for urban use are very much needed.
The EU has just hit the drought territory of climate change, with drought conditions in July 2024 following the theme from 2022 and 2023, which left south-eastern Europe facing critical water shortages. For Australia this is business as usual. We have been managing environmental extremes of flooding and water shortages for at least 50 years.
Clean water is vital and increasingly scarce resource. It is essential for people and nature and for regulating the climate. It is also crucial for the economy, agriculture and producing energy. Water faces pressure from climate change as it is increasingly affecting water management across the globe.

Dear All, Water is not ours; it belongs to the children of our children. I am writing to provide a critical assessment of the European Unions Water Initiative Action Plan: Areas of Concern: 1. Policy Inconsistencies and Delays: Despite the EESCs proposals and the European Councils inclusion of water resilience in the strategic agenda for 2024-2029, there have been notable postponements.

The EU requires a robust and holistic water management approach which takes all aspects of water i.e. availability, usage, requirement of various industries, agriculture (polluting but critical for economy and employment in the EU), quality ( essential for human health, flora and fauna) and treating waste water from various sources. Particularly, water is a public good and drinking water is a human right.

As Europe continues to face water scarcity challenges and the impacts of climate change, it is essential to incorporate innovative and sustainable solutions into the European Water Resilience Strategy. One such solution is Atmospheric Water Generation (AWG), which provides an independent, renewable source of clean drinking water by capturing humidity from the air.

How to support companies with innovative solutions and the business models around these on a structural and practical level. Changing status quo requires innovative ideas and partnerships that are willing to test new ways of handling waste resources as valuable resources, for example recycling sanitation waste to reduce use and pollution of natural water resources as well as protecting biodiversity.

European water resilience strategy needs to take a holistic view including industry, agriculture, drinking water organizations, environmental authorities, and other important stakeholders. Water is a common good that permeates all levels of society. It needs to consider water quality as well as quantity and build upon the SDG goals.
Thank you for the opportunity to feed into this vital issue. Regarding the development of the European Water Resilience Strategy, I would like to offer a suggestion that aligns with the strategy's objectives of promoting a competitive EU water industry within a clean, water-wise circular economy.
The European Water Resilience Strategy is a necessary initiative to address the growing pressures on water resources across the European Union (EU). However, for it to be effective, it must incorporate a geopolitical and territorial perspective, recognizing that water is not just a natural resource, but a strategic asset shaping economic development, social stability, and international relations.
This is the abstract of the paper "A quarter of a century of the European Water Framework DirectiveThe slow path towards sustainable water management". See the paper in the attached file. The European Water Framework Directive (WFD) is one of the most analyzed environmental legislations in the scientific literature, influencing the water management in some non-European countries.

The integration of water footprint calculation and reporting into existing trade mechanisms, such as carbon footprint limits within the CBAM framework, is crucial. However, to ensure comprehensive water sustainability, the scope must extend beyond green and blue water footprints to include the grey water footprint as well.

Water is the common heritage of the inhabitants of the EU. In this connection, we would like to make a few points on the priorities announced by the Commission: — as regards the axis ‘restoring and protecting the water cycle which has been interrupted’, a water consumption approach should be promoted which, as far as possible, promotes upstream/downstream solidarity, retains significant natural externalities of…
