Cepi is the European association representing the interest of European pulp and paper manufacturers. Through its 18 national associations, Cepi gathers 500 companies operating 895 mills across Europe and directly employing more than 180,000 people. Cepi welcomes the Commissions proposal for a Directive for the substantiation and communication of explicit environmental claims.

Joint paper value chain reply on the EU Consultation on Green Claims : In December 2019, the European Commission presented its ambitious Green Deal roadmap, a comprehensive strategy aimed at putting Europe on the right track for climate neutrality in 2050 while encouraging sustainable economic growth. In this strategy, the role of consumers is clearly recognized: this transition won’t happen without them.

Cepi expresses its profound concern regarding the Commissions proposal to update the benchmark values under the European Union Emissions Trading System (EU ETS) for the period 2026-2030. 10 out of 11 product benchmarks of the pulp and paper industry are said to be reduced by the highest update rate (50% compared to the 2013-2020 values).

Brussels, 16 April 2026 Cepi input to the call for evidence on the revision of Renewable Energy Directive within 2040 Climate targets From an energy perspective, the pulp and paper sector are in a unique position. The sector is the largest biomass industrial user, accounting for more than 60% of the fuel used for industrial operations, coming from side streams of the industry’s activities.

Cepi is the European association representing the paper industry. We offer a wide range of renewable and recyclable wood-based fibre solutions to EU citizens: from packaging to textile, hygiene and tissue products, printing and graphic papers as well as speciality papers, but also bio-chemicals for food and pharmaceuticals, bio-composites and bioenergy.

Cepi welcomes EU efforts to strengthen climate risk management and mainstream climate-proofing across sectors. In the forest sector, major threats are posed by longer and more severe droughts, warming temperatures, changes in rainfall patterns and increased wildfires.

Cepi represents the European pulp and paper industry and gathers, through its 19 member countries, almost 850 pulp, paper and board mills of which some 140 biorefineries across Europe, directly employing about 175,000 people to reach 95 billion turnover in Europe in 2024. Currently, it is estimated that the pulp and paper industry invests over 5 billion annually, primarily in clean energy solutions.

Currently, it is estimated that the pulp and paper industry invests over 5 billion annually, primarily in clean energy solutions.

Cepi welcomes and encourages all efforts to further increase the knowledge base on European forests and forest resources, and to improve the quality (including timeliness of information), accuracy and comparability of forest related data available at the EU-level. Improving the knowledge and factual database about European forests is the first necessary step to address the challenges that come with climate change.

Cepi welcomes the opportunity to provide early feedback on the initiative to develop an EU-wide forest observation framework to provide open access to information on the condition and management of EU forests. Fostering the knowledge base on the availability of forest resources with socio-economic indicators and science-based data on biodiversity is an important element for developing sound and evidence-based…

We welcome the Commission's approach to simplify EU legislation with the objective of reducing administrative burdens, particularly for SMEs. However, with the proposed Omnibus IV on aligning product legislation in the digital age, Cepi is concerned about setting a 'digital only' approach in product legislation.

Cepi, the Confederation of European Paper Industries, welcomes the possibility to give feedback to the LULUCF Regulation review process. Please find our full feedback in attachment. Our key messages are: 1)Forests should not be used to offset emissions in difficult-to-decarbonise sectors.
