Climate change is a global challenge that demands urgent action and requires every actor in society to play his/her part in responding to the challenge. We, in the paper industry, are strongly convinced that, with the help of the new European Green Deal, we can reduce our impact on climate change while increasing production in Europe.

The Confederation of European Paper Industries - Cepi acknowledges the European Commissions proposal for a Packaging and Packaging Waste Regulation, and looks forward to supporting an evidence-based regulatory approach during the next stages of the legislative process. Both recyclable and reusable items have a role in the transition to a circular economy.

The Confederation of European Paper Industries-Cepi welcomes the revision of Waste Framework Directive. We endorse the policy maker’s intention to optimise waste management systems to support higher recycling rates, cleaner secondary raw materials, to halve the amount of residual (non-recycled) municipal waste by 2030, and to ensure high-quality recycling.

The Confederation of European Paper Industries (Cepi) welcomes the possibility to provide feedback on the proposal for a Regulation of the European Parliament and of the Council establishing a Union certification framework for carbon removals. Cepi welcomes the proposal as a first crucial step towards the recognition of biogenic carbon cycles and of their role for climate change mitigation.

Cepi welcomes the opportunity to contribute further to the 2026 review of the EU Emissions Trading System (ETS). The European pulp and paper industry fully supports the EU objective to reach climate neutrality by 2050. As active participants in the ETS since its inception, we have already reduced our greenhouse gas emissions by over 50% compared to 2005 levels.

Joint paper value chain reply on the EU Consultation on Green Claims : In December 2019, the European Commission presented its ambitious Green Deal roadmap, a comprehensive strategy aimed at putting Europe on the right track for climate neutrality in 2050 while encouraging sustainable economic growth. In this strategy, the role of consumers is clearly recognized: this transition won’t happen without them.

The European pulp and paper industries source 86% of the wood they use in the EU and share the strategic objective to keep healthy and growing forests. This includes maintaining and enhancing biodiversity, which is a key component of ecosystem stability and productivity.

Currently, it is estimated that the pulp and paper industry invests over 5 billion annually, primarily in clean energy solutions.

The Confederation of the European Paper Industries (Cepi) highlights that the Industrial Emissions Directive (IED) proved, also via its fitness check, that the Directive is fit for purpose. The IED and the sector-specific BAT conclusions have delivered a considerable reduction in industrial emissions and achieved the goals they were set up to fulfill.

Cepi would like to share the following feedback on the IED inception impact assessment: IED was able to deliver on its main objectives (emissions reduction); European pulp and paper sector has reduced considerably its emissions to the environment in the last decades.

The Confederation of European Paper Industries - Cepi welcomes the Commission legislative proposal amending the existing Waste Shipment Regulation. We endorse the policy maker’s intention to put an end to the export of our waste challenges outside the EU and support EU policy on waste shipments promoting recycling in the Union.

The European Commission highlights the importance of just and inclusive the transition towards the climate neutrality. Cepi welcomes the climate neutrality target 2050. Even though the climate target 2030 has been increased to 55%, Cepi stresses the need to avoid relying on the sink function of the forest to meet the target.

Cepi welcomes and encourages all efforts to further increase the knowledge base on European forests and forest resources, and to improve the quality (including timeliness of information), accuracy and comparability of forest related data available at the EU-level. Improving the knowledge and factual database about European forests is the first necessary step to address the challenges that come with climate change.

Cepi welcomes the opportunity to provide early feedback on the initiative to develop an EU-wide forest observation framework to provide open access to information on the condition and management of EU forests. We welcome the Commission's approach to simplify EU legislation with the objective of reducing administrative burdens, particularly for SMEs. However, with the proposed Omnibus IV on aligning product legislation in the digital age, Cepi is concerned about setting a 'digital only' approach in product legislation.

Cepi, the Confederation of European Paper Industries, welcomes the possibility to give feedback to the LULUCF Regulation review process. Please find our full feedback in attachment. Our key messages are: 1)Forests should not be used to offset emissions in difficult-to-decarbonise sectors.

European paper and board industry welcomes the European Commission efforts in seeking proportionate and targeted actions to reduce the impacts of products that are imported to the EU and that are associated with deforestation.

The European paper and board industries welcome the upcoming fitness check to evaluate the key legal instruments of the FLEGT Action Plan, namely the FLEGT Regulation and EUTR. Legally sourced, certified primary raw materials from sustainably managed forests are prerequisite for the European paper and board industry. EUTR helps to secure legal sourcing of products sold on the European market.
