LIAA is an important initiative insofar as it recognises the role of energy-intensive industries. However, as it stands, the proposal remains more oriented towards decarbonisation than competitiveness and does not appear sufficient on its own to counter the risk of deindustrialisation. For the ceramics sector, the definition of Union origin is of particular relevance.

The European Commission’s proposal to update the ETS benchmarks for the period 20262030 would lead to drastic reductions in the benchmarks for the ceramics sector: the fuel benchmark would decrease by 50 % compared to 20132020, while the relevant product benchmarks for the different ceramic sectors would be reduced by around 40 % over the same period.
