CONTRIBUTION from the NORDIC ORGANISATIONS: DQC, InstituteQ and QSIP We appreciate EUs initiative to create a Quantum Strategy and the upcoming Quantum Act to secure the transition of quantum technologies in the EU from research and innovation to industrialisation and application.
The European Commission launched the European Quantum Strategy in July 2025, paving the way for a future EU Quantum Act. This initiative was both urgent and necessary. Quantum technology has become a domain of strategic, economic, and military significance. Its transformative po-tential is immense but so are the risks it poses to critical infrastructure, financial systems, and defense applications.
The proposed Quantum Act has the potential for the EU to position both governments and industry leaders at the forefront of unlocking the immense economic value that quantum computing is expected to deliver as the technology reaches maturity. As a provider of quantum hardware and software, IBM will comment on the European Commission's planned Quantum Act from this perspective. Please find attached our submission.

To achieve the EUs ambition of becoming a global leader in quantum technologies by 2030, scientific and technological leadership must be paired with leadership in the responsible development and social embedding of quantum technologies. As the call highlights, quantum technologies are expected to generate economic, social and environmental benefits.
The GÉANT Association welcomes the European Commission initiative for a Quantum Act as announced in the Competitiveness Compass and the Quantum Europe Strategy. The pan-European GÉANT Association and its national members (the National Research and Education Networks, NRENs) are already involved in both quantum computing and simulators (EuroHPC), quantum communication, including key distribution (EuroQCI).
As a founder of a European quantum deep-tech startup, I strongly welcome the ambition behind the Quantum Act. At the same time, I see several structural weaknesses that will limit Europes ability to compete globally, especialy if we want to build globally relevant quantum companies rooted in Europe rather than just excellent projects.
The attached document provides input to the European Quantum Act by a group of standards contributors from CEN-CENELEC JTC22 on quantum technologies. Our input discusses the JTC22 committee work, standardisation of quantum technologies, observed barriers, as well as policy recommendations.

According to the JRC report Future Directions for Quantum Technology in Europe, the EU boasts 32% of the worlds quantum technology companies. At the same time however, the EU accounts for only 6% of global patenting. This describes the general tendency in the EU, where the education in the field of quantum technology is excellent, while the gap to industrial realization is not as good.
Supporting an EU Quantum Technology Act Europe stands at a critical juncture in quantum technology. To secure global leadership, the European Union must adopt a clear, coordinated strategy that accelerates research, development, and industrial deployment.
We share in the attached document a statement approved by the steering committee of QuanTiP, acronym for Quantum Technologies in Paris Region. QuanTiP is a research network gathering the academic community in the whole Paris Region, with more than 1200 members (including 600 academic staff), in strong connection with the ecosystem, including the startups founded by its members.

I propose that the EU Quantum Act establish a single, integrated strategic programme of QuantumSecure Infrastructure and Software Hubs across all EU Member States, combining largescale deployment of quantumresilient infrastructure with a networked European centre for quantum software, verification and governance.

I commend the EU's efforts to support innovation in quantum technologies. As a researcher working in the theoretical foundations of quantum computing, I am especially glad to see that the Quantum Europe Strategy also explicitly highlights the importance of a solid scientific foundation that quantum technologies with industrial impact can build on.

Regarding ecosystem & community support: I am leading Quantum Circle, a Brussels based non profit to promote and educate the market on quantum and to foster collaboration. We are only a small nonprofit and all extra support would be more than welcome. Other smaller countries where no government or academical funding is available for community development face the same issue.
