When talking about preparedness and adaptation it is important to maintain a territorial and place-based approach, empowering local actors - who best know their context - to take action. Metropolitan cities and regions have been historically less considered as potential key actors that can have a role in aggregating local demands and providing services to ensure equitable adaptation across entire urban regions.
Over the past 5 years, the Quantum Computing & Communication Observatory of Politecnico di Milano has conducted studies to analyze the international research and market landscape in these technologies. For this comment, it leveraged the internal Center for Digital Regulation Strategy.
I strongly oppose the White Paper’s proposal to allow for a more extensive use of dual-use technologies within Horizon Europe funds and to remove restrictions on dual-use technologies within the Framework Programmes. Article 11 of the Italian Constitution provides: ‘Italy repeats war as a means of undermining the freedom of other peoples and as a means of settling international disputes’.
