In January 2025, CEN and CENELEC published their position paper on the future 10th EU Framework Programme for Research and Innovation (FP10). On 11 March 2025, the European Parliament adopted its report on the Assessment of the implementation of Horizon Europe (A10-[phone removed], which highlights standardization as a driver of innovation and competitiveness.
We welcome the European Commissions initiative to review the copyright framework in light of technological developments, in particular generative AI. We support efforts to ensure a balanced approach that strengthens innovation, while safeguarding the rights and incentives of rightholders, such as CEN and CENELEC for their copyright protected standards and European standardization deliverables.
The attached document provides input to the European Quantum Act by a group of standards contributors from CEN-CENELEC JTC22 on quantum technologies. Our input discusses the JTC22 committee work, standardisation of quantum technologies, observed barriers, as well as policy recommendations.
