To lead in quantum, the EU must mobilize large-scale investment fast and at scale. For example, U.S. tech giants like IBM, Google, Microsoft, and Amazon are making massive private investments in quantum, while in China, Alibaba, Baidu, and Huawei are supported by equally substantial government funding. Are any major European players comparably involved? Without their commitment, the EU cannot win.
