We welcome the European Commissions proposals on rail ticketing and multimodal digital mobility services. The initiatives move Europe in the right direction by strengthening passenger rights, improving access to travel information, promoting fair and non-discriminatory access to data and ticketing systems, and making sustainable travel easier to choose.

Market opening enhances the fragmentation dynamics in the rail system by profoundly changing the organisation of distribution and passenger journeys. In addition to the incumbent operators and existing digital ticketing services, both from private and public initiatives, new players are emerging, both in the market for digital ticketing and in the market for rail passenger transport services.

REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on rail ticketing . The proposed regulation on rail ticketing aims to harmonise rail transport in the European Union and to improve the transparency and user-friendliness of rail tickets. Clear and uniform rules make it easier and safer for travellers to travel from one country to another.

The RATP group supports the objective pursued by the European Commission of facilitating travellers’ access to simpler, more readable, more multimodal and more sustainable mobility solutions. The possibility of searching for, comparing and reserving journeys combining several modes is an important lever for increasing the lattractivity of collective transport and encouraging a modal shift.

The MDMS regulation should create a fair, proportionate and operationally workable framework that strength-ens multimodal travel without undermining integrated public transport systems or shifting excessive control to digital intermediaries.

The Rail Ticketing Regulation must deliver fair competition and better passenger services without creating dis- proportionate risks for transport operators. The inclusion of meta search engines, alignment with Directive 2012/34/EU, sufficient time for commercial negotiations and operator approval of travel chains are essential to ensure legal certainty and a level playing field.

BlaBlaCar is the worlds leading community-based travel app and a global multimodal mobility platform enabling 29 million active members per year. Our original model is based on carpooling: using technology to fill empty seats in cars and make intercity travel more affordable, social and resource-efficient.

These two initiatives aim to make it easier for passengers to find, compare and book multimodal tickets using services provided by multimodal digital platforms. The first proposal aims to improve the online multimodal ticketing market by increasing transparency, establishing a level playing field for operators and preventing distortion of competition among platforms.

ECC France welcomes the European Commission's initiative to supports measures that strengthen the passengers, in particular in the context of cross-border journeys. The main gap is simple: passengers buy what looks and feels like one journey, but in reality, they are often protected only for fragments of that journey. This is particularly visible in cross-border, multi-operator, night train and multimodal travel.

**Feedback on the Proposal for Multimodal Digital Mobility Services** I welcome the European Commission's proposals to improve multimodal digital mobility services across the European Union. Improving transparency, interoperability and access to multimodal ticketing has the potential to make public transport more attractive, reduce dependence on private cars and strengthen connectivity across Europe.

BACC Bicicleta Club de Catalunya welcomes these proposals' aim of enabling seamless, single-transaction booking across rail operators and modes. The European Declaration on Cycling (C/2024/2377), jointly signed by the Parliament, Council and Commission, already compels - under commitment 15 - to secure bicycle parking and integration at mobility hubs.

Time supports the objective of facilitating access to seamless rail travel, but considers that COM (2026) 232 should be defined more precisely. The proposal should target the specific market failures in rail distribution and not inadvertently affect local and regional rail operators, public service contracts, travel cards, travel tickets, the travel plan and integrated Danish tariff products.

The European Commission (EC) presented on 13 May the EU Single Ticketing Package, a legislative package to simplify travel planning and booking, especially for journeys involving multiple rail operators, improve passenger protection in these cases and ensure a fair relationship between ticket booking platforms and transport operators.

We welcome the proposed Multimodal Booking Regulation, particularly its objective of improving transparency by enabling passengers to compare the climate impacts of different travel options. Displaying emissions information alongside price and journey time can empower consumers to make more sustainable travel choices.

We welcome the Commission's proposal to improve rail ticketing across the EU, particularly the inclusion of domestic regional services in the hosting obligation and the introduction of stronger ticket-sharing requirements. These measures represent an important step towards making rail travel more accessible, transparent, and attractive for passengers.

The Swedish Association of Local Authorities and Regions welcomes the ambition to strengthen travellers’ ability to book seamless journeys and to improve protection when travelling with multiple operators. Attractive ticketing offers can lower the thresholds for sustainable travel and contribute to increased accessibility.

Highlights: Passengers should be able to combine tickets bought separately for partial sections into one integrated ticket. In case of disruptions and missed connections, adequate cost sharing of remedies should take into account the different fare income of each section.
