The Swedish Association of Local Authorities and Regions, SALAR, considers the proposal for a directive to be too detailed, not respecting subsidiarity and entailing undue costs for the energy transition for both property owners and the economy at large. Demands to upgrade entire classes of buildings in just a few years are unrealistic and extremely costly.
The Swedish Association of Local Authorities and Regions (SALAR) supports increasing energy efficiency as a necessary component to reach EU climate targets for 2030 and carbon neutrality 2050. We recall the necessity to respect the subsidiarity principle and avoid burdensome and inflexible legislation.
The Swedish Association of Local Authorities and Regions (SALAR) represents all 290 local and 21 regional governments in Sweden. As both a water and sanitation service providers and supervisory authorities, our members are much affected by the Urban Waste Water Treatment Directive (UWWTD). We welcome the opportunity to provide feedback on the policy options at this early stage in the legislative process.
The Swedish Association of Local Authorities and Region, SALAR, wishes to highlight the need to respect the administrative division of tasks and competence in MS and the need to ensure that a part of the revenues or production from renewable energy will benefit the local area. These are important factors to facilitate the increased production of renewable energy, including public acceptance.
Strengthening the principle of equal pay between men and women through pay transparency The Swedish Association of Local Authorities and Regions (SALAR) is an employers' organisation and an organisation that represents and advocates for local government in Sweden. All of Sweden's municipalities and regions are members of SALAR.
There may be benefits from EU cooperation on critical communication systems. Cooperation needs to be inclusive and take into account the needs of different countries and already ongoing initiatives. Different Member States are at different stages of progress and the proposed timetable needs to take it into account. There should be economic synergies in cooperation.
