The proposal focuses on waste water treatment measures, but neglects technical developments in the separation of source streams. Separate treatment of urine and faeces without the transport medium water reduces water consumption and prevents medication from entering drinking water. This reduces regional pressure on water.

In principle, the Bund für Umwelt und Naturschutz Deutschland e.V. (BUND) welcomes the Commission’s proposals for stricter rules on pollutants in the air, surface water and groundwater and on the treatment of urban waste water. We see the proposals as an important step towards the zero-pollution ambition of the European Green Deal, i.e. a toxic-free environment by 2050.

The producer responsibility included in the draft must be significantly extended and more actors required. It is not clear why manufacturers of industrial chemicals should not make their contribution to the purification of waste water, as these chemicals also explicitly also, as a result of their persistence, usually have a negative impact on waste water and therefore on humans and the environment.

COSMED INPUT on revision of the Urban Wastewater Treatment Directive First of all, COSMED support this initiative leading to the improvement of urban water quality and wastewater treatment. For its part, the pharmaceutical industry has committed itself to taking into account environmental aspects and has long been spontaneously seeking to reduce the environmental burden of pharmaceutical production. The objective of the proposed Directive to protect the environment from the harmful effects of inadequately treated urban waste water is good and supported and in line with the European Green Deal.

Harmful discharges of micropollutants into water bodies must be prevented, or at least reduced. The Commission's proposal to require more extensive so-called fourth treatment stages at wastewater treatment plants is fundamentally correct. However, in view of the high costs and the significant increase in energy requirements associated with this, it does not make sense to introduce them across the board.

According to the IEA, wastewater treatment plants can account for up 30-40% of municipal energy consumption. While these plants are energy consumers, they are also a significant source of thermal energy that is largely untapped. Wastewater discharged from domestic, industrial, and commercial buildings has temperature ranging from 10 to 25°C.
We at ETSA, the European Textile Services Association representing our members, wholly acknowledge and follow closely the actions of the European Commission with respect to the revision of the Urban Waste Water Treatment Directive. As a European Commission Climate Pact Ambassador, we totally support efforts by the European Union to improve both sustainability and public health, with respect to our common waterways.
Huseierne welcome the revision of the Urban Wastewater Treatment Directive. The revision is needed to address the challenges of today and for the coming decades. We support the ambition of reducing pollution from smaller agglomerations, pollution due to rainwater, targeting micro pollutants, track non-domestic pollution at source and improving the governance of the sector.

INCOPA, the Inorganic Coagulants Producers Association, a Cefic Sector Group, supports the European Commissions proposal on the revised Urban Waste Water Treatment Directive. In particular, INCOPA supports the proposed new phosphorus (P) limit of 0,5 mg P/litre in urban wastewaters. Phosphorus facilitates the eutrophication in natural waters such as lakes, rivers and seas.

Dutch drinking water operators increasingly face emerging substances, such as pharmaceuticals and industrial substances. To better protect our drinking water sources, improved waste water treatment, as well as other measures that prevent pollutants to reach drinking water sources, should therefore be a priority for the EU and its Member States.

Hungary agrees with the Zero Emission Action Plan involved in the European Green Deal but notes that this objective involves significant costs for wastewater treatment plants and needs extra financial support because of the significant expenses. Ensuring Access to Sanitation In 2010, the UN officially acknowledged the Human Right to Water and Sanitation and has also set SDG 6 with the aim to grant access to clean water and sanitation for all by 2030. The current UWWTD Directive does not address the issue related to access to sanitation.

Confederation of Danish Industry (DI) fully supports the Commission’s initiative to revise the UWWTD and its road map for an impact assessment. The UWWTD should contribute to a clean and more circular/resource efficient and climate adapted economy in EU. DI supports that the overall context of the UWWTD is linked to the EU Strategy for Energy System integration supporting energy efficiency, and energy production.

FIWA welcomes the initiative of the EC to revise the Urban Waste Water Treatment Directive. Finnish Water Utilities Association (FIWA) is the co-operation and member association of the Finnish water and wastewater utilities. FIWA's membership includes about 300 Finnish water utilities which cover about 90 % of water services in Finland.
The European Commission has for the first time adopted a holistic approach to tackling climate and environmental challenges with the Green Deal. The VKU welcomes the roadmap’s objective of closely linking the revision of the EU Urban Waste Water Directive (UWWTD) to the Green Deal and the “zero pollutant” objective set out therein. Veolia welcomes the Inception Impact Assessment on the revision of the Urban Waste Water Treatment Directive (UWWTD). Two issues do not feature explicitly in these early directions: - Access to Sanitation: It is fundamental that the Human Right to Water and Sanitation is translated into EU law, recalling that SDG 6 aims to grant access to sanitation for all by 2030.
The UWWTD has played a substantial role in improving the quality of European water resources and reducing pollution levels in water bodies. However, there are still some issues that the Directive has not fully addressed, namely the lack of a proper legal framework with regards to urban runoff and storm water management.
