The CRM centre, supported by robust industrial policy and building on work in Member States, must provide real financial power to deliver on raw materials projects and secure resilient, sustainable supply chains for Europe. Despite numerous attempts and good intentions, the EUs efforts so far to secure access to raw materials and deliver progress on the ground have had mixed results.

Provide for an independent capability to observe physical supply Allow the Centre to use satellite-derived information about what is physically happening at mines as part of its market intelligence, alongside the figures that companies and countries report, and support the development of this monitoring capability at European scale. 2.

Securing access to Critical Raw Materials (CRM) is crucial to strengthening Europes resilience and competitiveness. The creation of the CRM-Centre (CRM-C) is therefore a step in the right direction. SUEZ welcomes the European Commissions initiative to establish a European Critical Raw Materials Centre (CRM-C) and wishes to contribute to it as a key industrial player in metal recycling in Europe. Through its Recycâbles facility in northern France, SUEZ recycles end-of-life electrical cables and produces high-purity secondary copper, a strategic raw material as defined under the Critical Raw Materials Act (CRMA).

This input paper sets out recommendations for the EU's proposed Critical Raw Materials Centre (CRMC), structured around five core pillars plus two cross-cutting themes. Each pillar follows the same format: a diagnosis of the EU's current gap, a review of functioning models abroad (mainly Japan's JOGMEC/METI/trading-house ecosystem, plus US and Korean examples), and concrete CRMC design recommendations.

Via a process called phytoextraction, we grow genetically enhanced hyperaccumulator plants that concentrate metal from ore bodies too low-grade for conventional extraction and recover battery-grade nickel - a strategic raw material under Annex I of Regulation (EU) 2024/1252 - from the harvested biomass.

BeST welcomes the creation of an EU Critical Raw Materials (CRM) Centre and recognises the need for stronger EU attention to supply chain resilience for strategic raw materials. The CRM Centre should primarily function as a centre of intelligence, collecting and disseminating detailed information on individual materials, including applications, extraction, trade flows, recycling potential, and criticality.

Aluminium is recognised under the Critical Raw Materials Act and by NATO as both a critical and strategic raw material for the European economy. The EU CRM Centre should facilitate and enable EU strategic autonomy by reducing dependencies on third-country supply and strengthening domestic opportunities across the entire value chain, from extraction and processing to recycling.

The European raw materials policy is at an industrial crossroads. Critical raw material supply chains are no longer just a matter of security of supply. They decide on industrial value crea-tion, defence capability, technological sovereignty and the competitiveness of the European Union.

The European Critical Raw Materials (CRM) Centre is a welcome initiative. The EU needs a coordinated and operational approach to securing critical raw materials. We welcome the initiative to establish a European Critical Raw Materials Centre (the Centre). Its mandate should be explicitly derived from the objectives of the Critical Raw Materials Act (CRMA), including the 2030 targets for EU extraction, processing and recycling capacities, and from the broader goals of resilience and strategic autonomy.

Novana welcomes the opportunity to contribute to the Commissions Call for Evidence on establishing a European Critical Raw Materials (CRM) Centre. Novana is planning to build a vanadium recovery plant to Pori, Finland, using excess by-product material from EU steel production facilities to recover vanadium. Novana supports the initiative and its objective to strengthen and secure resilient supply of CRMs in the EU.

Razom We Stand welcomes the initiative to establish a European Critical Raw Materials Centre and supports its objectives of strengthening investment, improving coordination among buyers, enhancing market intelligence and increasing resilience to supply disruptions.

From an industrial perspective, the key issue is not a lack of strategy or coordination. The EU already has both. The structural gap lies in execution capacity. Critical raw materials (CRMs) have a disproportionate impact on the EU economy relative to their commercial value. Their availability directly determines the viability of entire industrial ecosystems (semiconductors, defence, automotive, energy transition).

Our attached contribution focuses on the operational capabilities that could help the Centre fulfil its proposed functions: investment support, joint purchasing, stockpiling and raw materials intelligence.
