Social Climate Fund

Solar Heat Europe welcomes the proposal for a Social Climate Fund. The proposal addresses the need for an increased ambition with regard to decarbonisation, while tackling the likely effect of such measures on vulnerable groups. We stress the need to consider the need for alternatives to the current plan for ETS in buildings and for a European-based Social Climate Fund.

WISE, World Information Service on Energy Netherlands, welcomes the opportunity to participate in the consultation on establishing a social climate fund. WISE supports the increased ambition in reducing greenhouse gas emissions by 2030 and in heading towards climate neutrality by 2050. WISE strongly believes this transition needs to be just, benefiting all EU citizens and leaving no one behind.

The Bioenergy Association of Finland considers the proposed Social Climate Fund problematic from many aspects and cannot support the proposal. Member States are responsible for social policy and protection of vulnerable households. The Social Climate Fund would directly intervene with the social sector of the Member States.

The Red Cross EU Office welcomes that with the proposal to establish a Social Climate Fund, the European Commission acknowledges the impact the proposed “Fit for 55" package will have on vulnerable groups. It is positive that the European Commission recognises the introduction of an Emissions Trading System (ETS) for buildings and road transport will affect disproportionally households with lower average income.

ZOE Institute for Future-fit Economies welcomes the opportunity for feedback on the creation of a Social Climate Fund (SCF) aimed at addressing the social inequalities arising from the revision and enlargement of the EU Emissions Trading System (ETS) to housing and transport.

The Bundesverband der Energie- und Wasserwirtschaft — BDEW and its member companies already expressed their support for the climate neutrality objective and the European Union’s 2030 climate target of at least -55 % in 2020. The energy sector is ambitious and embracing the climate-neutral future of energy supply.

GENERAL COMMENTS • Social Climate Fund intends, inter alia, to support the integration of renewable energy sources. However, it is of key importance to ensure technology-neutral approach that will enable taking advantage of more affordable solutions such as low carbon technologies e.g. all types of hydrogen and biomethane/biogas.

The Danish Trade Union Confederation (FH) appreciates this opportunity to give feedback on the proposal for a regulation of the European Parliament and of the Council establishing a Social Climate Fund. In 2020 FH put forward our proposal for a climate plan for 2030 consisting of 112 policy initiatives paving the way for the 2030 target to cut Denmark’s emissions by 70 pct.

The Fit For 55 package stands as a key opportunity for the EU to reduce its emissions and reach climate goals. Accounting for 30% of GHG emissions in Europe, the transition of the transport sector is a prerequisite for achieving environmental and energy transitions. However, such a transition has direct and indirect consequences for the economy and for consumers.

ICLEI - Local Governments for Sustainability welcomes the creation of a Social Climate Fund (the Fund) as a long-term instrument for a fairer Europe on the way to climate neutrality. It helps in responding to imbalances generated by the extension of the ETS to buildings and transport, which would affect in particular more vulnerable enterprises, households and individuals struggling with, inter alia, energy poverty.

While we fully support the endeavour of the European Union to reach climate neutrality by 2050 and to involve road transport into this effort, we see a clear need for the transition to low- and zero-carbon mobility to be just and inclusive, while leaving no one behind.

The paper attached is APPLiA’s proposed contribution to the feedback mechanism launched by the European Commission on two of the Fit for 55 package proposals: The review of the Emission Trading Scheme and the Social Climate Fund.

The Polish Electricity Association (PKEE) welcomes the idea of creating the Social Climate Fund (“the Fund”) and believes that it might be a helpful tool in ensuring a just transition and reducing energy poverty. However, the cost of increasing energy prices for households may be only partially mitigated by the Fund.

• CGA is of opinion that the establishment of the SCF represents unnecessary transaction costs (setting up Social Climate Plan, its administration etc.) for the Czech Republic, in contrast to the direct national redistribution of finances (e.g., lower income tax, VAT, lump sum transfers), respectively the establishment of a national fund.
