[See details and proposals in the paper attached] The ECs Clean Industrial Deal highlights the need to accelerate decarbonisation, reindustrialisation, and innovation, combining climate action, competitiveness, and security under one overarching growth strategy. Energy, particularly electrification, is central to these objectives. Therefore, the 2028-2034 MFF must allocate sufficient resources to this sector.
European Regions Research and Innovation Network (ERRIN) welcomes the European Commissions proposals for the next MFF, which foresees Horizon Europe continuing as a standalone programme in 20282034 with a budget of EUR 175 billion nearly double the amount available in the current framework.

Alongside deep emissions reductions, carbon dioxide removal (CDR) is essential for achieving net zero and beyond. According to the IPCC, the EU will need 400800 MtCO of removals annually by 2050. Yet, three recently published reports by DG CLIMA identify significant funding gaps for CDR. Carbon Gaps latest report (referenced in the Commissions work), shows that only 0.1% of EU climate funding has gone to CDR so far.
The European Reference Networks (ERNs) should continously be included in the ECF for the sake of health competitiveness and rare disease care (this is affecting about 30 million citizens of the EU). The current ECF proposal aligns with the goals of ERN. As for the sake of ERN, it has been an effectively functioning organization.
The Regional Council of Southwest Finland considers the Competitiveness Funds priorities well-chosen and timely. However, we believe that the proposal can be improved through acknowledging that competitiveness is inherently place-based and local authorities, regions and cities play a crucial role in facilitating ecosystems which produce new ideas, innovations and products.
The Regional Council of Southwest Finland welcomes the European Commissions proposal to substantially increase the budget of the Horizon Europe programme. Restore the target of 60% of Horizon Europes budget to collaborative R&I To sustain Europes innovation capacity and industrial competitiveness, the collaborative research budget (pillar 2) must be reinforced, not reduced. The proposed increase is lower for pillar 2 than for the other pillars and represents a relative weakening. NLR therefore supports raising pillar 2s share to at least 60 % of HEs budget. 2.
