Our contribution reflects overarching national research and innovation policy, with thematic breadth supported by Norways advanced materials ecosystem. Advanced materials are hailed as key components driving innovation and sustainability within the EU economy. This makes them essential for the EUs strategic autonomy, global competitiveness, and green and digital transition objectives. The potential of these materials, however, cannot be achieved without securing the supply of upstream raw materials like precious metals.
The Advanced Materials Act should focus on the current missing of the entire middle value chain since apart Raw Materials that are another issue, the manufacturers of products register a missing of the entire value chain in the material production. The main issues are the following: 1) Market demand and volume 2) Time to product and scale 3) Regulatory and investment uncertainty 4) Value-chain fragmentation.
Key System-Level Messages from Stakeholder Feedback: This feedback is intended as system-level input to inform the design of the Advanced Materials Act as a competitiveness and industrial deployment instrument. It focuses on the structural factors that determine whether advanced materials innovation in Europe translates into repeatable industrial adoption, scaled production, and retained value chains within the EU.

The impact assessment should consider not only the production and use of advanced materials, but also the common end-of-life treatments associated with the specific market and technological sectors in which they are used.
Advanced materials are in many cases different from classical chemicals. For stellarators in particular, material performance under high neutron flux, complex geometries and strict magnetic tolerances determines both feasibility and cost.
