This regulation provides the basis for a coherent application of the ITS Directive and its delegated acts and can ensure consistency with the CEF2 programme, which will enable the deployment of ICT networks for road infrastructure.

We welcome the inclusion in the TEN-T regulation of the definition of “active modes”, the requirement for urban nodes to adopt Sustainable Urban Mobility Plans, and including “increase of the modal share of public transport and of active modes” in the additional priorities for urban nodes.
The proposal for the revision of the TEN-T Regulation is not in line with the main specific objectives set out therein (sustainability, cohesion, efficiency and resilience) in the area of the regional urban node of the Tropical Coast in the province of Granada. The main reason for this is that, in this area, all mobility of both passengers and goods is based exclusively on road transport.

The Port of Motril-Granada, Spain, is the only port of general interest in the Spanish State that is not connected by rail, and Granada is the only Spanish province leaving the sea without a rail connection to its port. The Platform for electromobility welcomes the EC proposal for a revision of the TEN-T guidelines as a necessary instrument to make transport modes more sustainable by setting firm incentives and requirements for transport infrastructure development.
Enclosed with the comments of the Botanical Corridor on the revision of the Trans-European Transport Network (TEN-T). The City of Mannheim as an Urban Node in the TEN-T network and part of the Rhine-Alpine Corridor is multiplied to take the opportunity to comment on the draft revision of TEN-T regulation. We have been active as a city in TEN-T for many years, for example in the EGTC for the Rhine-Alpine Corridor. Vi välkomnar förslaget om en maximal väntetid för godståg vid gränsövergångar och maximal acceptabel försening vad gäller de Europeiska Korridorerna. Vi anser dock att detsamma åtminstone borde gälla för hela stamnätet. Det är förvånande att Kommissionen inte tagit tillfället att även ta upp frågan om större och tyngre lastbilar.
FERRMED welcomes the EC Mobility proposals but warms on the lack of detailed criteria to establish adequate priorities in the European Transport Corridors (ETC) development. The dimension of the EC Core Network and EU Extended Core Network (together ETC) is very vast. It makes it very difficult to obtain the targets stated in the EC White Paper on Transport and the Green Deal aims.

The road is a vital link in transport infrastructure. Harmonisation in quality of the road and operation as well as the capacity of the infrastructure can provide continuous mobility on European corridors. The challenge is to improve the road network in order to ease traffic flow, reduce congestion, reduce journey time and enhance road safety, whilst contributing to decarbonisation.

Given the surge of electric vehicle (EV) sales in 2020 and the 90% emission reduction objective set by 2050 for the transport sector in the EU Green Deal, UFE fully welcomes the announced revision of the EU guidelines for the development of Trans-European Transport Network (TEN-T).
GRTgaz fully commits to the Paris Agreement and supports the European Commission’s ambition to reach carbon neutrality by 2050. As GRTgaz, we are convinced that we must act now, and take into account all the effective solutions already available to decarbonise transport. This goal will not be reached without renewable and low carbon gases used as fuels in an integrated energy system.
The assessment forgot one main objective: Giving urban nodes the same importance as other priorities in the TEN-T guidelines. Currently, 80% of journeys in Europe take place in urban nodes (Eurostat) meaning urban nodes are at the heart of the decarbonisation and pollution efforts that need to happen to meet our climate and environment targets.
Voies navigables de France (VNF) is operating the inland waterways (IWW) in France. It welcomes the inception impact assessment on the revision of the TEN-T Regulation, taking into account the objectives of the Green Deal and the Sustainable and Smart Mobility Strategy (SSMS). * VNF agrees on the lack of continuous and coherent COVERAGE OF ALTERNATIVE FUEL INFRASTRUCTURE.

FIEC very much shares the assessment that was made with regard to the problems which have to be resolved. We very much welcome that the focus lies on the contribution of high-quality infrastructure to the mitigation of climate change as its role is often neglected with the emphasis being put on the vehicles that are using the infrastructure.

There is no doubt that TEN-T Regulation has contributed to a growth in trans-European transports. However, several are the improvement challenges that the TEN-T framework needs to face. First of all, as correctly underlined by the Inception Impact Assessment in question, there is the necessity to adapt the TEN-T policy to the decarbonisation objective set out in the European Green Deal.

Virgin Hyperloop is the leading company developing hyperloop technology. On 8th November 2020, it became the first company to conduct a test of a hyperloop system with human occupants. Virgin Hyperloop is working closely with EU and international institutions to define global standards on safety and certification. Virgin Hyperloop will certify its technology by 2025 and deploy it by 2030.
The TEN-T policy is of fundamental importance as it supports and symbolises connectivity and accessibility for all regions of the Union. It also plays a key role in achieving the Green Deal objectives. The EU’s climate neutrality goals can only be fulfilled with the decarbonisation of the transport sector, which accounts for nearly ¼ of overall emissions in the EU.
CIPRA Austria, the Austrian national representation of the International Commission for the Protection of the Alps (CIPRA International), has been following transport developments in the Alps since its foundation and advocates environmentally and climate-friendly transport. The increasing burden on people and the environment, especially from transalpine freight traffic, must be reduced through appropriate measures.

The city of Helsinki finds it important that the new Union guidelines for the development of the TEN-T network take holistically into account the EU's emission reduction targets and the European Green Deal. The Confederation generally supports the Commissions view in the Inception Impact Assessment that the Guidelines for the development of the Trans-European transport network (TEN-T) needs a revision and the context and problems that the Commission initiative needs to tackle.
The need of a transport infrastructure policy at EU level is paramount, it allows closing gaps, removing bottlenecks and eliminating technical barriers that exist between the transport networks of EU Member States, strengthening the social, economic and territorial cohesion of the Union and contributing to the creation of a single European transport area.
