From SEOPAN. the Spanish association of infrastruicture contractors and concessionaires we would like to underline two basic questions related to this initiatives. Both are developed in the attached document but they can be sum up as follows: Before the adoption of the revision of the Directive, a deep study of its impact on traffic flows should be performed at national level.
