Fair labour mobility package: European social security pass

EurECCA welcomes the initiative on the European Social Security Pass as part of the Fair Labour Mobility Package. For cabin crew, whose professional lives are inherently transnational, the effectiveness of social security coordination is not an abstract principle but a daily operational necessity. In aviation, employment structures frequently involve several Member States simultaneously.

The European Trade Union Confederation (ETUC) welcomes the announcement of a European Social Security Pass (ESSPASS) as part of the forthcoming Fair Labour Mobility Package. ESSPASS has the potential to bring added value as an instrument to improve cross-border protection and enforcement of workers rights.

The Confederation of Danish Employers (DA) considers ESSPASS an opportunity for the Commission to demonstrate concrete delivery on its simplification and competitiveness commitments. Cross-border mobility and service provision remains burdened by fragmented procedures and red tape, despite repeated political pledges to address the barriers.

We acknowledge the urgent need to address harmonization across the various European initiatives leading to more convergence across required people, processes and tools. We think this indeed should be top of mind when introducing new tools like the ESSPASS following the European Interoperability Act.

Kela considers it important that the ESSPASS initiative is closely linked to the structure of the regulations on social security coordination (883/2004 and 987/2009). Within the framework of these Regulations, well-established and statutory decision-making structures are in place to design and adopt the content and format of the current Portable Documents.

The EFBWW supports an ambitious ESSPASS that strengthens enforcement and worker protection while improving practical access to social security rights in cross-border situations. ESSPASS must deliver real-time verification and effective access to data, not simply a digital storage of scanned documents.

The Finnish Centre for Pensions welcomes the objectives of the European Social Security Pass (ESSPASS) initiative. Dear Intra-European sending employers, ESSPASS would greatly help if the functionality of the A1 certificate for cross-border employment (Articles 12 and 13 of Regulation (EC) No 883/2004) could be reflected there. At present, we submit a separate application for each mission to an EU country, the health insurance fund confirms it and we inform our staff of the relevant decision for the check.

A general reflection on the European Social Security Pass is that, like the EHIC for healthcare abroad from the Social Insurance Agency, it seems to be a positive development for citizens. Lo sees no negative aspects in introducing such a card. It would simplify access to protection and reduce the risk of errors and fraud, which is key to maintaining trust.
