ETF endorses the premise of a 'right to stay' according to which people should be able to choose to stay in the territory they call home. Connectivity between ones home and other sites of life is determining. Mobility remains the main way that individuals and communities are connected with their workplace, education institution, essential services, leisure activities, and each other.

The European Transport Workers Federation ETF is the pan-European organization representing over 5 million transport workers, operating on land, sea or air. ETF's points are better detailed in the document attached. ETF, in principle, stands behind the objective of the Skills Portability Initiative.

The future of European aviation must be built on strong social standards and fair competition, rather than deregulation and cost-cutting. Excessive liberalisation, subcontracting, and weak oversight have contributed to worsening working conditions and labour shortages that are putting the whole sector in an unsustainable state.

The Air Services Regulation (ASR) is currently failing aviation workers, passengers and responsible airlines in Europe. On behalf of thousands of European aviation workers, including aircrew, ground and air traffic management staff, the European Transport Workers Federation (ETF) welcomes this Call for Evidence as a step towards the much-needed revision of the ASR.

The ETF welcomes the European Commissions plan to publish a Fair Labour Mobility Package and the opportunity to contribute to shaping it. Mobile and non-EU workers are essential to the fabric of the internal market and ETF values very much the mobility offered by the internal market, however it only works if protections and enforcement also extend across the market.
