The Federal Chamber of Labour (Bundesarbeitskammer, BAK) welcomes the Commission’s announcement that it will present an EU Circular Economy Act. This is an opportunity to reconcile Europe’s over-consumption of resources with the EU’s sustainability and economic objectives, and is thus primarily covered by Article 192 TFEU (maintaining a high level of environmental protection).

As an active member of the Dutch Association for Circular Economy (NVCE), the topic aligns with our mission and strategic priorities. The biggest barriers to the recycling of polymers are the access to our market for companies from countries outside the EU. It enters the EU of uncontrolled quality recycled, much cheaper than recycled from European companies. Recycled from Asia does not have the same quality and does not follow the same legal requirements as European recycled.

Cost-covering collection and sorting must be established in the countries. The sorted materials must meet the requirements of the users. If materials are of inferior quality or do not meet the requirements, they must be sent for chemical recycling. The raw materials obtained must be of the same quality and cost as petroleum-based raw materials.

AERRL welcomes the Commissions call for evidence to the circular economy act. This act is vital to the European economy but specifically for the rail sector as well. It creates vast opportunities both in terms of competitiveness but also strengthening the environmental credentials of the sector and further reducing costs to create a more vibrant and resilient sector.

However, we believe that the proposed focus on waste management and secondary raw materials addresses only the final stage of a products lifecycle.

With regards to the announced Circular Economy Act and call for evidence, I would like to propose considering leveraging the successful mode of operation currently taking place with the Energy Transition work within the EEEFIN Coalition, for also accelerating the objectives of the EU CEAP.

The European Association of Chemical Distributors (Fecc) welcomes the objectives of the forthcoming Circular Economy Act (CEA) but stresses that its success will depend on rules being practical, proportionate, and workable for SMEs.

The growing issues with the traditional economic model are becoming evident. The need for change is increasingly urgent, with concern from countries and international organizations in all sectors. Shifting to a new approach that focuses on closing loops and maximizing the use of resources unlocking a swift path to innovation, growth, and competitiveness is vital for sustainable value creation.

Generally, an intention to enhance efforts on the circular economy field is welcome. What should be it focused on? In my opinion, the EU legislation should not only state goals but, more than in some former parts of Green Deal policy, to support a holistic approach.

Circular economy approaches are highly complex. It is not enough that one company tries to innovate its business model towards a circular business model. This can only work, if a whole value chain co-innovates together and then distributes the generated value between the members of that value chain in a fair way.

The EUs Circular Economy Act is a once-in-a-generation opportunity to reset how Europe uses resources and to lead globally on circularity, justice and resilience. In its official submission to the European Commission, the Materials & Consumption Taskforce calls for: Binding material footprint targets by 2028 to keep Europe within planetary boundaries.

The EU supports initiatives for the circular economy, but there are currently no specific guidelines or regulations for the upcycling of food. Article 9a of the draft directive on waste covers the prevention of food waste generation in general. However, it does not set out any specific provisions on food upcycling.

In the proposal for the Circular Economy Act, the aspects of social sustainability and social impact of circular economy are completely missing. The social sustainability requirements also are currently not covered by ESPR. The potential of social economy principles in boosting a more sustainable business model that guarantees benefits in terms of social sustainability could be taken into account.
