The circular economy has proven to be very important and is being mentioned in different legislative acts in Europe. Nevertheless it is still very weak and lacks incentives for its applications. The recent developments show the importance of the a sovereign European economy. The circular economy must be better used to reinforce the different values chains specifically for critical and strategical raw materials.

Under paragraph 2, Luxembourg would like to highlight the importance of the inclusion of hydrogen readiness. As long as the necessary hydrogen supply network is missing, invest into intermediate solutions should still be stimulated in order to facility easy conversion upon hydrogen availability. Under paragraph 3, Luxembourg would like to better understand the definition and intent of lead markets.

The service operator providing ESPR/DPP data set's should basically work on a non for profit. Meaning that it should cover the operationnal+investment costs but not make profit beyond that. The commission did not launch this so that a company can make big money out of it but launched it in order to implement circular business models and empower the consumer. It should not become a financial burden.
