A.I.S.E., the detergents sector association representing the European cleaning and maintenance products industry, thanks the European Commission for the opportunity to provide input to the call for evidence on a targeted revision of Regulation (EU) 2017/745 on medical devices (MDR) and Regulation (EU) 2017/746 on in vitro diagnostic medical devices (IVDR). This legislation is relevant to A.I.S.E.

A.I.S.E., the European association for detergents and cleaning products, welcomes the European Commissions proposal for a Regulation on Packaging and Packaging Waste. Our industry has an ambitious agenda of activities to address the challenges involved and has already undertaken concrete actions to reduce the impact of packaging and packaging waste across the sector.

A.I.S.E. supports the revision of the existing requirements for packaging and the consideration of other measures to prevent unmanaged packaging waste. A.I.S.E. calls for a revision that helps steering tangible progress, while stimulating innovation and competitiveness of the EU industry in a well-functioning Single Market, allowing free movement of packaging and packaged goods.

A.I.S.E., the European association for detergents and cleaning products, supports the European Commission efforts to address greenwashing via a legislation on green claims substantiation. A.I.S.E. wishes to highlight some key aspects aimed at further strengthening the proposal.

A.I.S.E. calls for measures that are: • based on sound science and in consideration of impacts across the full life cycle of the product and its packaging; • developed in a consistent and coherent way with existing legislation. A.I.S.E. recommends to consider “Option 1” (ie. update the 2013 recommendation) as a policy option.

A.I.S.E. welcomes the objectives of the ‘Sustainable Products Initiative’. A holistic approach towards sustainability, incl. social, environmental and economic aspects should be taken, also using the potential of digitalisation. A.I.S.E.

A.I.S.E., representing the cleaning and maintenance products industry, welcomes the European Commissions opportunity to contribute to the Call for Evidence on the European Biotech Act. Biotechnology plays a vital role in our sector, particularly through white biotechnology and microbial applications, that enhance product performance. A.I.S.E.

A.I.S.E. is committed to supporting the Chemicals Strategy for Sustainability, as part of the EUs zero pollution ambition, which is a key commitment of the European Green Deal. The targeted revision of Regulation (EC) No 1272/2008 on the classification, labelling and packaging of substances and mixtures (CLP) was identified as a key enabler for a successful implementation of the Chemicals Strategy.

Ambitious policy goals must be supported by robust legislation and a sound process to enable the transition. A.I.S.E. urges the Commission not to rush decision-making processes in order to meet unrealistic deadlines set in the CSS. The impact of all changes must also be robustly assessed, in conjunction with all relevant stakeholders. A.I.S.E. welcomes measures that will minimise administrative burden.

A.I.S.E. welcomes the opportunity to contribute to the Biotech Act II call for evidence. The paper outlines our sectors key considerations and recommendations, in particular regarding the need to address feedstock availability, bridge the green premium, avoid overlapping regulatory requirements, and ensure that policy measures remain proportionate and innovation-enabling for downstream users.

A.I.S.E., the voice of the detergents and maintenance products industry in Europe welcomes oportiunity to provide feedback regarding the evaluation of Directive (EU) 2019/904 on the reduction of the impact of certain plastic products on the environment (the Single-Use Plastics Directive SUPD it also covers fishery items).

A.I.S.E., the International Association for Soaps, Detergents and Maintenance Products, is a signatory to the Cross Industry Agreement, a voluntary collaboration for the prevention of microplastic release into the aquatic environment during the washing of synthetic textiles. A.I.S.E.'s contribution is captured in the attached joint statement.

A.I.S.E. fully supports the objective of the BPR evaluation to simplify and reduce administrative burden for economic operators and competent authorities. A.I.S.E.

A.I.S.E. recommends that the disclosure of environmental impact information should remain voluntary (and focused on internal company eco-design applications as opposed to product comparisons) until the methodology is mature and robust enough. An update of the 2013 Recommendation based on the outcome of the 2013-2018 pilot phase, should help clarify rules and responsibilities for market players.

Summary: The European detergent industry, represented by A.I.S.E., strongly welcomes this initiative from the European Commission. We are committed to providing consumers and professional users with information to ensure the safe and sustainable use of products. For consumers, there is evidence, supported by a scientific publication, that current labels do not succeed at adequately conveying this.
